How the Ural Optical and Mechanical Plant plans to surprise the President of Russia

The Russian leadership has set the task of equipping the Russian army with the latest weapons, bringing it to a different technological level that meets the modern requirements of warfare.

Within the framework of the state program for the development of weapons envisaged for this, it is planned to supply our army with a Ka-52 helicopter of the 21st century, nicknamed the Alligator.

The miracle of technology

As you know, Russia still holds the leading positions in the world in the field of helicopter construction. So the Ka-52 rotorcraft, currently undergoing joint state tests, should, according to the project, hold the palm in its field.

As noted in Wikipedia, the Ka-52 (Hokum B according to NATO classification) is a Russian helicopter, an army aviation command vehicle that carries out terrain reconnaissance, target designation and coordination of actions of a group of combat helicopters. The vehicle is capable of striking armored and unarmored vehicles, manpower and air targets on the battlefield. It is a further development of the Ka-50 Black Shark model.

On June 27, 2008, the first test flight of the first Ka-52 from an experimental batch took place in Arsenyev (Primorsky Territory) at the airfield of the Progress aircraft plant. On October 29, 2008, small-scale production of Alligators began at the Progress plant. The helicopter itself is excellent, but its manufacturers have subcontractors.

It was clean on paper …

According to media reports, within the framework of the state defense order program, the Russian army will receive up to 30 Ka-52 helicopters by 2012. But whether they will receive - that is the question.

As reported by Novosti Vladivostok, Progress is to supply seven Ka-52s to the Armed Forces in 2010. In February 2010, the Vladivostok newspaper was quick to announce that the first stage of joint state tests was completed at the end of the year.

But the reality turned out to be different. According to "RV", the state joint tests of the Ka-52 (even their first stage) turned out to be virtually a failure. At the end of March 2010, the interdepartmental working group to determine the reasons for the failure of the test and delivery of the GOES-451 product directly indicated the culprit of the failure - FSUE PA Ural Optical and Mechanical Plant (UOMZ), now called PA Ural Optical mechanical plant ", which disrupted the equipment of the" Alligator "with a multichannel, sighting, hydrostabilized optical-electronic system of round-the-clock operation GOES-451.

It was found that the reliability of the GOES-451 product specified by the technical specifications was not ensured, the volume of tests was reduced, including no reliability tests, which may be the reason for systematic equipment failures in state joint tests; the deadline for the completion of the MVI has failed (30.11.2009); the causes of systematic failures of GOES-451 products and the discrepancy between these products and the technical specifications have not been eliminated; there was a systematic postponement of the delivery of the product - delays reached up to a year; unsatisfactory administration at the enterprise was stated. Let's say in advance that the new deadline for the completion of the MVI - 2010-15-05 was also thwarted.

But the main conclusion of the commission is the following: “Untimely and incomplete advance payments of industrial cooperation by FSUE“PA “Ural Optical and Mechanical Plant” and untimely final payments for delivered products indicate signs of inappropriate use of budget funds (gratuitous diversion of budget funds for other purposes of activity that do not meet the conditions for their receipt).

It seems that such serious conclusions should be considered by the Accounts Chamber and the General Prosecutor's Office. Perhaps they will object to us, explaining that in production "anything happens sometimes." In this regard, we note that what happened to GOES-451 is not accidental and not unique, this is the practice of Sergey Maksin, General Director of OAO PO Ural Optical and Mechanical Plant, his attitude to the organization of production and management of financial flows. A similar situation is observed in the issue of production of optical-location stations by OAO PA Ural Optical and Mechanical Plant under the state defense order for aircraft of the Sukhoi family, where instead of the planned 6–7 items per month, the plant often produces one; and on the issue of the supply of equipment under the contract of FSUE "Rosoboronexport" to India for licensed production, where UOMZ also does not fulfill the delivery deadlines; and the fact that the company does not participate in the modernization program for the MiG-29 and Su-35. The above is already evidence of the system.

But they warned …

The situation at UOMZ "RV" was reported in October and November 2009 in the articles "Optical illusion" and "Optical illusion-2". Recall that then "RV" informed readers about what was happening at UOMZ under the leadership of its director Sergei Maksin. How an enterprise loses its position in the research and production area, how money is spent on presentation purposes, so necessary for the completion of products. How Maksine, at the expense of UOMZ, carries around the world "curators" of the enterprise with their wives ("RV" has a copy of the ticket order and a form of payment for the curator of UOMZ at that time from the Ministry of Industry Alexander Potapov and his wife Anna Nagornaya as part of the UOMZ delegation); how he carries out numerous expensive renovations of representative offices and much more.

But in vain. Maxine not only continued his activity as the head of UOMZ, but was also appointed the head of the holding in the system of Russian Technologies State Corporation - OJSC NPK Optical Systems and Technologies. But the aforementioned interdepartmental commission also included representatives of the Russian Technologies State Corporation, who also signed the conclusions we presented. So who, and how, in such a situation, was able to lobby for this personnel decision? Or information about the real situation was not communicated to the General Director of the State Corporation "Rostekhnologii" S. V. Chemizov?

Attempts to get through to the Accounts Chamber, made by the deputies, have not yet brought any result. A specific deputy's request to the Chairman of the Accounts Chamber of Russia, Sergei Stepashin, on the essence of the data presented in the publications of "RV", has so far remained unanswered.

But the General Prosecutor's Office of Russia did not remain silent. First Deputy Prosecutor General of Russia A. E. Buksman, in his response to the deputy's request, wrote: “Currently, S. V. systems and technologies ", which contradicts the Federal Law of 14.11.2002 No. 161-FZ" On State and Municipal Unitary Enterprises ". In this regard, the General Director of the State Corporation "Rostekhnologii", which exercises the powers of the owner of the property of FSUE "PA" Ural Optical and Mechanical Plant ", was invited to consider the issue of dismissing Maksin S. V. from the post of General Director of this enterprise."

And what? Instead of fulfilling the instructions of the Prosecutor General's Office, the FSUE PA Ural Optical and Mechanical Plant was transformed into an open joint-stock company at an outstripping pace, and now Maksin has become the general director of both OJSCs. This, by the way, contradicts Chemizov's position that it is impossible to occupy the positions of the head of the holding and the head of one of the enterprises belonging to the holding, if this enterprise is not the head one, that is, the holding itself is not formed on its basis. But Chemizov for Maxine, apparently, is also not a decree. Especially in a situation when Maxine in his environment constantly flaunts "support for the teeth" and in confirmation of this "support" tells everyone that in the near future, in July, the President of Russia Dmitry Medvedev will visit the enterprise. This will happen, according to Maxine, as part of Medvedev's visit to Yekaterinburg with German Chancellor Angela Merkel, where the Russian-German summit, the large-scale exhibition INPROM-2010 and the Petersburg Dialogue forum will be held. Note that on the eve of the President's visit, the paving slabs have already been changed, flowers have been planted, and the whole floor has been repaired in a pompous style for receiving distinguished guests at OAO PA Ural Optical and Mechanical Plant. Thus, the money, already lacking for the production of systems for the Ka-52 and other products, is spent without an account. I wonder if the lobbyists who support Maxine know the true state of affairs at the enterprise, or are they guided by the well-groomed flower beds?

Traffic lights instead of Ka-52

Well, painting the grass before officials visit is an old Russian tradition. Another thing is curious - what does Maxine intend to boast to the President? Apparently, they were traffic lights, which took the central place in the exposition of JSC PA Ural Optical and Mechanical Plant at a recent exhibition in Zhukovsky.

Of course, it is gratifying that Russian military-industrial complex enterprises also produce civilian products. But it would be better if they also produced high-quality military equipment. In the case of OAO PA Ural Optical and Mechanical Plant, it is also important that the Ka-52 is planned to arm the Mistral if it is purchased.

And once again about finances

Once again, "RV" raise the issue of the need for a more careful approach to checking information about the misuse of budget funds. This time on the example of UOMZ. In the case of OJSC PO Ural Optical and Mechanical Plant, this item is supplemented by poor administration, an unreasonable increase in the company's loan portfolio, constant indebtedness to subcontractors, and the purchase of very expensive equipment. And in general, the policy of the CEO, which focuses on creating an external image through content.

In this regard, we note one more curious moment - both OJSC NPK Optical Systems and Technologies and OJSC PO Ural Optical and Mechanical Plant are serviced by the same chief accountant - N. Kuzmina from Yekaterinburg. And this despite the fact that the enterprises are located at a distance of 2000 km from each other. Is it touching concern for your staff or something else?

RV will continue to monitor the development of the situation in OAO PO Ural Optical and Mechanical Plant and now also in OAO NPK Optical Systems and Technologies. We hope that Stepashin and Chemezov will nevertheless pay attention to what is happening, especially taking into account the appointment of Maxine as director of OAO NPK Optical Systems and Technologies, where the opportunities for financial and production activities are much wider.
