Stage one - a solemn acceptance with the announcement of how many percent our army will be rearmed in ten years, stage two - the allocation of funds to manufacturers promising to simply fill up with modern technology, stage three - money dissolves in no one knows where, stage four (aka the first) - adoption a new weapons program with a promise to upgrade military equipment by some percentage.
During the meeting, no one asked Sergei Ivanov, who was sitting right next to the prime minister, why, in fact, the armaments program, which was developed not in the "dashing 90s", but in the well-fed 2000s, had failed. Why no one asked Sergei Borisovich where the tanks and armored vehicles promised by him in 2007 to equip as many as 40 tank, 97 motorized rifle and 50 airborne battalions were. Besides, 5 brigades equipped with Iskander missiles. And another 100 thousand of the newest cars. And also an unmeasured number of S-400 air defense systems …
Of course, money disappears thanks to corruption. According to rumors, the cost of kickbacks in the conclusion of contracts for the production of weapons reaches 30-50 percent of the total cost. It is no coincidence that the law enforcement agencies collectively ignored the attempt to create Gosoboronpostavka, an agency that would conclude contracts in their place.
However, this is not the main problem. The problem is that under the leadership of Vladimir Putin and Sergei Ivanov, a parody of the Soviet military-industrial complex was created. The branch ministries of the USSR were revived in the form of corporations: aviation, shipbuilding and others. In fact, this is the same collective farm, where one more or less efficient enterprise feeds a dozen semi-bankrupts. At the same time, the money for the maintenance of these semi-bankrupts is included in the cost of the supplied military equipment.
In addition, until now, no one has thought about the need to recreate the production system for the element base. Dmitry Anatolyevich can demand that all communications in the Armed Forces switch to digital until 2012 (despite the fact that now 85 percent of the equipment is analog), but there will be no sense from this. Because the production of beautiful radio stations, which were demonstrated to Medvedev, can only be established abroad. Just like the production of successors to the long-suffering GLONASS, Russia eventually began to do its best to impose on India. It is curious in which country they are now going to produce owls. secret communications for the Russian army? Or in which state are they going to acquire the element base for them? In America ? In fact, so far no one is going to seriously solve the problems of the domestic military-industrial complex. He remains a source of money for corrupt military officials. It keeps hundreds of businesses that are about to go bankrupt to stay afloat. The only thing he cannot do is to provide the Armed Forces with the military equipment they really need.
