At the time of the collapse of the USSR, the military-industrial complex of Ukraine included 3, 5 thousand enterprises. There were about 700 factories that produced exclusively military products. But after the declaration of independence, as in the entire post-Soviet space, the Ukrainian military-industrial complex began to rapidly degrade: the number of defense enterprises decreased by 5 times, and the defense complex for machine builders decreased the order by seven times. Now the Ukrainian military-industrial complex consists of research institutes, enterprises, repair plants that work as co-executors and mainly for the Russian military-industrial complex. Unfortunately, Ukraine does not have a single production system capable of producing final military products. The situation is also getting worse due to the fact that Russia's efforts aimed at creating autonomous cycles for the creation of new weapons are very successful.
Nevertheless, Ukraine manages to receive orders for the supply of armored vehicles that are very profitable for the country's military-industrial complex. Having extensive practical experience and documentation for the production of tanks, still Soviet models, such as T64, T-72, T-55, T-62, Ukrainian manufacturers have learned to modify these models in accordance with the terms of reference of the concluded contracts. And the leading Ukrainian enterprises for the production of armored vehicles for the needs of Ukraine and foreign partners is the Kharkov plant named after I. Malysheva.
At the same time, the media often get information about the next problem in the implementation of the terms of contracts concluded with foreign customers. For example, in 2001, a huge scandal erupted over the delivery to Jordan of fifty armored personnel carriers BTR-94 (modernized Soviet BTR-80), manufactured at the plant. Malysheva. In 90% of the delivered equipment, the Jordanians identified defects: oil and fuel leakage, malfunctioning brakes and filters. The Jordanians are sure that they were supplied with converted old armored personnel carriers. In connection with these circumstances, Jordan sued the Ukrainian side for the payment of penalties for a fairly significant amount of $ 400 million.
Today, the Ukrainian government is constantly looking for ways, if not to strengthen, then at least to restore its military-industrial complex.
Former Minister of Defense of Ukraine (2005-2007) A. Gritsenko has repeatedly voiced his opinion on the issue of increasing the competitiveness of Ukrainian military equipment in the world market. He believed that the only way was to privatize the enterprises of the military-industrial complex. According to him, if the state is unable to maintain its military-industrial complex, let the business do it.
A. Gritsenko argued that if not to privatize most of the enterprises of the Ukrainian military-industrial complex, Ukraine will never stay on the international arms market.
Today, Kiev has not made an official decision on this issue, but behind the scenes, the proposal of a military official has found practical application. And one of the pioneers in this experiment, it seems, was the Techimpex company. Having received "in some way" several dozen units of Soviet-style armored vehicles, the company began to develop projects for the alteration of military equipment in accordance with modern world requirements. It should be noted that for the state, such scientific and production developments are almost financially unaffordable, and business has calculated everything perfectly. And most importantly, commercial companies found funds that they invested in the implementation of a promising project.
It should be noted that only the tacit support of the authorities allowed Tehimpex to place a dozen tanks near the Ukrainian village of Zasupoivka (a hundred kilometers from Kiev), fencing off the territory and setting up paramilitary guards. The businessmen were not even stopped by the fact that the land they "seized" is being leased by the agricultural producer V. Gopkalo. And what can agrarians do against a company that owns military equipment, albeit not new, but still serviceable, and at the same time has the support of government officials. In fact, businessmen do not need to hide their work: Techimpex is officially engaged in the modernization and repair of military equipment.
One of the leaders of the Techimpex company once again confirmed that their company is modifying armored vehicles and other weapons, produced back in the 80s.
We must pay tribute to the professional specialists of Techimpex, who are developing their own options for the modernization of military equipment that fell into their hands. For example, the modernization of the BRDM-2T reconnaissance patrol vehicle by Techimpex craftsmen resulted in significant improvements in technical characteristics and significant changes in the basic design of the vehicle - all at minimal cost. So, the GAZ-41 carburetor engine, installed on the basic version of the BRDM-2T, was replaced by a diesel D-245.30E2. This solution not only increased engine power, but also reduced fuel consumption by 10%. If such a revision had been made earlier, it would have been possible to avoid multiple fires on the BRDM-2, which fought as part of the Ukrainian peacekeeping forces in Iraq. Techimpex specialists have also installed new side hatches, which will speed up and secure the dismounting of the combat groups. Additionally, Kevlar protection against splinters was installed inside the car, and an air conditioner was also provided.
And this is only information on one of the converted models.
The state and commercial business of modifying military equipment in Ukraine is quite profitable: there are many customers both in the CIS countries and in Africa. And not only. According to reports, in the armies of Slovakia, Bulgaria, the Czech Republic, Hungary and Estonia, almost 100% of the armored vehicles are still of the Soviet model. For example, military analysts claim that the ratio of Soviet and NATO armored vehicles in Romania is 2755/480, in Poland - 850/128. All Soviet equipment has long been in need of modernization and repair. This is a very large and attractive service market for Russian and Ukrainian producers.
At the same time, it should be noted that it will be quite difficult for the Ukrainian side to compete with Russian enterprises when concluding contracts for the repair of armored vehicles with the countries of Eastern Europe. But his majesty chance can contribute to the seemingly correct alignment - and the developments of such companies as Techimpex will be able to find their buyer.
Modernization of the BRDM-2
