On October 1, 2013, the next autumn conscription began in the Russian Federation. Young people aged 18 to 27 years in the amount of 150 thousand 30 people will be called up until December 31 of this year. The current autumn call has a number of differences from the calls of previous years. And it is worth talking about these differences in more detail.
To start It should be noted that almost 3200 fewer people will fall under the autumn draft of 2013 than under the spring draft of the same year. The Ministry of Defense explains this by the fact that the army is replenishing the units with contract servicemen somewhat ahead of the plan (by about 6%). According to Defense Minister Sergei Shoigu, the number of contract soldiers in the Russian army by 2017 should be about 425 thousand servicemen. Today, according to the deputy chief of the Main Organizational and Mobilization Directorate of the General Staff, Yevgeny Burdinsky, about 190 thousand contract soldiers serve in the Armed Forces of the Russian Federation. General Burdinsky says that if the number of contract soldiers in the Russian army grows at the planned pace, then the number of conscripts will decrease somewhat. The plans for the autumn draft of 2013 have already demonstrated such a decrease (by about 2%). The total planned number of the Russian army (the number that needs to be achieved) is called at the level of 1 million servicemen.
The second difference of the current autumn draft is that the Ministry of Defense will give a respite from serving in the army to those young men who are members of families affected by the floods in the regions of the Far East, living in these regions. Such a decision can certainly be called timely and reasonable. After all, if this or that Far Eastern family lost all its property during a large-scale flood and needs urgent restoration of housing, then the work of young men of military age, if there are any in this family, will definitely not be superfluous. If they are taken into the army, then many families may be left without any help at all.
Third difference … It concerns the ability to choose a place of service by those conscripts who are among the first to respond to the presidential decree on the autumn conscription. If a young man of military age in the near future himself goes to the military registration and enlistment office in order to declare his desire to go to military service, then he can choose a region for service - for example, the same subject of the federation in which he lives. In addition, the right to a possible choice of the region of service (service at the place of residence) or specialty can be used by married young people, guys who were trained in certain skills (driving, skydiving, etc.) in DOSAAF RF, as well as future conscripts who have elderly parents.
By the way, the main military department might well think about a kind of combination of the second and third points indicated in the material. The young people from the Amur flood zone could well take into account the assistance in eliminating the consequences of the flood as a period of military service, and not just be limited to a postponement. After all, when the consequences of the flood will be eliminated by the young guys who are really interested in this, then the work will go faster, and not in an example of better quality. The main thing is less bureaucratic red tape and maximum efficiency: not just a postponement or conscription at the place of residence, but also a clear purpose of conscription - for recovery purposes. At one time, soldiers were used for the construction of general's dachas … And in the case when local conscripts help with the restoration of their native region, the Far East will only thank the Ministry of Defense, and not only the Far East, by the way. The last fundraising event showed that in difficult times our people are able to unite, despite a whole range of other disagreements.
Fourth difference … New sports and scientific companies are being created. The scientific companies, which are now located in the Moscow region and Voronezh, will add one more scientific company near Moscow and a company in the Northern capital. Only 60 people will get into these companies. The Ministry of Defense declares about the serious interest of conscripts with higher education in getting to serve in a scientific company. The competition is going to be huge. The conscripts who will be in sports companies, and this is St. Petersburg, Samara, Balashikha and Rostov-on-Don, according to the statements of representatives of the Ministry of Defense, will prepare, including, and for a possible participation in the Olympic Games. I would like to hope that in scientific and sports companies there will be really technically talented and athletic young people, and not those who decide to use these military units as a screen for their shirking from military service.
Fifth difference. According to a representative of the General Staff, for the first time in the history of conscription, parents can accompany their sons up to the military unit, in which young people will serve. True, with this General Burdinsky made an important reservation. Parents will be able to arrive at the military unit not with their son, but at their own expense. Indeed, an important caveat. Otherwise, one might have thought that all willing parents would be loaded onto train trains and, at the expense of the Ministry of Defense, would be sent together with their sons to military units. Sixth difference. Now everyone will be able to undergo military service with their dogs, who will be put on allowance. If, after reading these words, a potential conscript decided that to facilitate military service he would take a Chihuahua with him - it was not there … The dog should be trained and be of interest to the canine service of the ministry. It may not necessarily be a German shepherd. Here is a spaniel - a hunting dog with search skills, looking for drugs. She is in demand among the troops.

Seventh difference … Those young people of draft age who have received a Russian passport, having previously served a term in a foreign army, will also be subject to military conscription. Those who have served in the armies of Turkmenistan and Tajikistan will not be drafted into the Russian army, since only with these states does Russia have an appropriate agreement. It is noteworthy that the representative of the Ministry of Defense did not say anything about the former citizens of Kazakhstan and Belarus. Either he forgot, or such an order was not received, and newly minted young Russians from among the former citizens of the Republic of Belarus and the Republic of Kazakhstan can go to the army one more time - now to the Russian one …

Another important point: the head of Chechnya, Ramzan Kadyrov, made a decision to call up Chechen young people aged 18 to 27 for military service. It is noteworthy that all Chechen conscripts, most likely, will serve in units of the Ministry of Internal Affairs, and not the Ministry of Defense, and exclusively on the territory of the Chechen Republic.
