Innovations aimed at somewhat liberalizing their own image in the eyes of recruits and their parents. First, out of almost 7 thousand Sverdlovsk residents who will wear military uniform this fall, over 2 thousand people will serve in the territory of the Middle Urals - that is, in relative proximity to their homes. Secondly, parents were given the opportunity to accompany their children right up to the military unit. Thirdly, each draftee will be given a sim card from which he can call his parents and a psychologist. Call me, dear defender of the Motherland! Everything has been paid for. Moreover, since this is a call on a mobile, it is, if desired, guaranteed to be confidential from colleagues and the command of the unit.
Pleases, of course, the very desire of the army bosses to somehow get things off the ground. But will this Call Mom promotion work? To begin with, if they start to torture the guy, then the mobile phone will be taken away in the first place, at least for the sake of profit. But even if the young man can call home … Mom, of course, is always ready to protect her son. But what can she do with his offenders? To come hundreds of kilometers away and slap his torturers in the face? Complain to human rights defenders? And what about those? They will come hundreds of kilometers away and …
Is it not before our very eyes that the struggle against non-regulation is substituted by its appearance? Why, by the way, were the recruits given a channel of communication with their parents and a psychologist, and not with the military prosecutor's office or the Special Department of the local FSB? They have both the authority to punish criminals and the opportunity.
Maybe, nevertheless, the army authorities should understand that it is necessary to fight against non-regulation really, and not in order to calm down the "hysterical mothers" they all cluck).
After all, any appearances and tricks can confuse society only for six months or a year. Then the society sees - nothing has changed. And young people continue to run from the service. Well, even if we tighten up and close all the loopholes and catch the fugitives in the forests … We will seriously believe that an army can normally fight in which a significant part of the soldiers is humiliated, embittered and, if the opportunity arises, will discharge a machine gun not at the enemy, but at the old-time tormentor? A combat-ready army is an army without endless bullying after the fighting, without rape in the toilet and without soldiers' corpses with cut out internal organs.
The military prosecutor's office is trying to establish order, no question. According to the military commissar of the Sverdlovsk region Igor Lyamin, for 8 months of 2010, thanks to the employees of the army Themis, the number of registered crimes in the army decreased by 10% … but the number of cases of barracks violence, on the contrary, increased by almost a third. There is only one way to explain this arithmetic nonsense: most episodes are not recorded. Or the victims themselves are silent, like fish on ice. After all, they, the victims, then serve in this part. With the stigma "snitch". Even if they are transferred somewhere, the stigma will follow them.
Moreover, today the applicant is required to bring witnesses. A logical requirement, but who would agree? Peers of the beaten? Do they need it? Sergeants? Why should they quarrel with the "old people"? Officers? Most of the life in the barracks passes by them. And they do not need scandals in the subdivision entrusted to them …
This, by the way, is not an idle speculation. Two years ago, in an interview with a VE correspondent, the then military prosecutor of the Yekaterinburg garrison, Colonel of Justice Yuri Landak was forced to admit that the facts of some violations of the law in the army can be very difficult to prove. For example, forcing "conscripts" to sign a contract. The other day, for example, parents of servicemen of internal troops of unit 3526 (Lebyazhye settlement, Leningrad region) complained to the “Soldiers' Mothers of St. Petersburg”: they say, they are trying to force their sons to be transferred to contract soldiers in order to send them to Dagestan. Gennady Marchenko, deputy commander of the Ministry of Internal Affairs of the Ministry of Internal Affairs for Leningrad Military District, did not refute this information, but assured that the first years were sent not to fight, but … to build Olympic facilities in Sochi. I do not know what the deputy commander at school had about geography, but the city of Sochi is definitely not in Dagestan.
And in this regard, a simple and impartial question arises: will there be any sense in the "generous" innovation of the Ministry of Defense, if the recruit can call his mother using his personal sim card, but mother, even having arrived at the unit to look for the truth, is unlikely to achieve this truth?
It would be logical to call for the empowerment of public organizations. But will we solve the problem with this too? Isn't it time to honestly say: the root of the problem lies in the fact that many people in the army and even in society do not actually consider "non-regulation" to be something criminal and shameful. They say that cuffs and toilet rapes are a necessary part of maturity, instilling discipline. And what kind of guy if he couldn't get through it?
A beaten, raped person loses self-respect and the ability to think independently for the rest of his life? For enthusiasts of "maturity" and this is not a problem, they are even happy about it - they see a person as a cog in the machine of the collective or the state.
Until we manage to cope with these medieval sentiments, we will have neither a modern army nor a society.
