In the mid-70s of the XX century, new requirements for anti-tank weapons were identified. The SPTP was supposed to be mobile, be able to participate in counterattacks and hit tanks at considerable distances from the firing position.
Therefore, by the decision of the military-industrial complex of the USSR of May 17, 1976, a group of enterprises was given a task to develop a light 100-mm self-propelled anti-tank gun. The gun was supposed to include an automatic radar fire control system. The project was codenamed "Norov".
The 2S1 self-propelled howitzer was supposed to be used as a base. The Yurginsky Machine-Building Plant was appointed the parent enterprise. For the automatic radar complex, the OKB SRI "Strela" in Tula was in charge.
Prototypes of SPTP 2S15 were to be manufactured by the Arsenal plant. But the production of the plant did not meet the specified deadlines, so the timing of the presentation of the complex was shifted to 1981. However, by this time, the prototypes were not ready.
The tests of the complex began only in 1983. By this time, problems and shortcomings were discovered in other CAO co-executors.
The tests were completed in 1985. But at this time, new types of tanks entered service with a number of countries, against the frontal armor of which 100-mm artillery was ineffective. Therefore, the Norov complex was recognized as unpromising, and all work on this topic was closed by the decision of the USSR military-industrial complex of December 1985
