On April 23, 1946, the Art Committee issued tactical and technical requirements for the design of a corps duplex consisting of 152- and 130-mm cannons on a single carriage, which should replace the 122-mm A-19 cannons, as well as the 152-mm ML-20 howitzers. Work on us was sanctioned by several resolutions of the Council of Ministers of the USSR, the first of which was Resolution No. 1540-687 of June 10, 1947. The developed samples were assigned the M-46 and M-47 indexes. The technical design by the Artillery Committee was reviewed on December 27, 1946, after processing, it was re-examined and approved on May 28, 1947.

Prototypes of the 130-mm M-46 cannon and the 152-mm M-47 cannon were manufactured in June 1948 by the plant number 172. After factory tests, the pipe from the M-46 and the prototype M-47 cannon were sent to the Scientific Test Artillery Range, where in the period from July to November 1948 competitive tests of the M-46 and S-69 cannons took place. The M-47 and M-46 barrels at the range were fired in turn from a single gun carriage (M-46). 1347 shots were fired from the M-46 barrel, 1319 shots were fired from the M-47. Also, a gun carriage with an M-46 barrel was tested by an AT-S carriage (during the carriage, with a barrel that was not transferred to the stowed position at a speed of 5 km / h). The total distance of the carriage was 2277 kilometers. After the elimination of structural deficiencies, at NIAP-e July 27 - November 14, 1949, repeated joint tests of artillery systems M-46, M-47 and S-69 were carried out, during which 1249 shots were fired from M-46, from M- 47 - 423 shots. Also, the M-46 was tested by carriage for 568 kilometers. Military tests of four guns M-46 and M-47 were carried out on September 9 - November 9, 1950, according to the results of which both systems were recognized as having successfully passed the tests. Subsequently, they were recommended for adoption.

The M-46 cannon is designed to combat heavy tanks and self-propelled artillery, mortars and enemy artillery, destroy defensive earthen structures, shell the enemy's rear to suppress tanks and manpower in the area of their concentration.

The prototype was made in 1950. The tests were carried out in 1950. It was put into service in 1953. Serial production was carried out from 1954 to 1957.
