In the Far East, an emergency situation related to the flooding of rivers remains. In some flood-affected regions, the water level gradually decreases, in others, on the contrary, it rises. However, despite all these changes, the overall situation remains complex and requires appropriate action. So, as of the morning of September 10, according to the official data of the Ministry of Emergency Situations, 7 settlements remain flooded in the Amur Region. They flooded 266 residential buildings with a population of 1369 people. In addition, there are 26.5 kilometers of roads and 69 bridges under water. In the Jewish Autonomous Region, 20 settlements - 1175 residential buildings and 3830 people - are affected by the flood. Almost 130 kilometers of roads and 7 bridges were flooded. The most difficult situation remains in the Khabarovsk Territory, where the flooded Amur River flooded 74 settlements. Because of this, 2,760 houses were partially or completely flooded, in which more than 29 thousand people lived. Communication was disrupted on sections of roads with a total length of 66 km and on four road bridges.
Such a scale of the flood led to the fact that not only employees of the Ministry of Emergency Situations, but also military personnel were involved in the work on evacuation, placement and assistance to the local population. In total, more than 46 thousand people and almost 7, 5 thousand units of equipment work in six constituent entities of the Far Eastern Federal District. At the same time, only 11, 5 thousand people and 1621 pieces of equipment are involved in the work from the Ministry of Emergency Situations. A considerable part of the work was undertaken by the Ministry of Defense. The servicemen of the Eastern Military District are taking an active part in the evacuation and placement of victims, the creation of the necessary infrastructure, etc.
It should be noted that the number of servicemen and military equipment involved in helping the population is constantly increasing. So, on September 9, according to the press service of the Ministry of Defense, the military transport aviation made 29 sorties to Komsomolsk-on-Amur, delivered 46 pieces of equipment, personnel and various cargoes there. Army aviation transported more than 20 tons of cargo on the same day. On September 4, it became known that two heavy Mi-26 helicopters will participate in the cargo transportation. These rotary-wing aircraft from the aviation of the Central Military District were temporarily transferred to the Far East.
The situation in Komsomolsk-on-Amur is gradually deteriorating, and in this regard, the Ministry of Defense has to take appropriate measures. Currently, there is an active transport of equipment and people to this city. So, in the first days of September, a dozen and a half units of heavy equipment were transferred to Komsomolsk-on-Amur: dump trucks, bulldozers, excavators, etc. Later, several more vehicles of this purpose were delivered to the city. Servicemen of the Eastern Military District set up tent camps for the evacuated population, food points, water purification systems, medical centers, etc. necessary objects.
To date, the forces of military personnel in the Amur Region, the Jewish Autonomous Region and the Khabarovsk Territory have deployed 9 food points capable of fully providing up to 5 thousand people. Food points accept victims who are currently living in tent camps. For cooking, army units use KP-130 field kitchens and PAK-200 mobile car kitchens. In addition, field bakeries operate at food points. To date, these complexes have baked a total of about one and a half tons of bread.
Since the flood is a great stress for the local population, psychological assistance points have been operating in the disaster areas for several days. Psychologists from the armed forces are receiving appointments in Khabarovsk (two points), Komsomolsk-on-Amur and several villages of the Jewish Autonomous Region. In addition to providing psychological assistance to the affected population, psychologists work with military personnel. As of September 5, psychologists have received about one thousand people.
The water has already left some of the affected areas, which is why the troops of radiation, chemical and biological protection are working there. These units are involved in the restoration of some elements of the infrastructure. Specialists of the RKhBZ troops disinfect areas that have been under water, process wells and help the local population in clearing farms.
Another way to prevent possible mass diseases is monitoring the sanitary and epidemiological situation and vaccination. More than a dozen mobile laboratory groups visit dozens of sites every day and collect large quantities of water samples. The samples are transferred to the specialists of the 736th Chief State Sanitary and Epidemiological Surveillance of the Ministry of Defense, who work in several villages in the affected regions. Vaccination of the population and participants in the work is also carried out. To date, about 25 thousand people have been vaccinated against hepatitis A alone.
Due to the flooding of a large number of highways, various watercraft have become the main means of travel in the affected areas. Currently, in the Amur and Jewish Autonomous Regions, as well as in the Khabarovsk Territory, there are a large number of tugboats BMK-130 and BMK-460, as well as floating transporters PTS-2. Such vehicles now account for a significant part of freight and passenger traffic. So, in one day on September 9, boats and floating transporters transported 1180 people, 262 units of land transport and 1985 tons of various cargo. In total, 18 PTS-2 transporters and 39 boats of two types operate in flood regions.
During the rescue operation, servicemen of the Eastern Military District not only evacuated residents, but also helped build a temporary transport infrastructure. To date, the forces of the Ministry of Defense in the affected regions have built 3 bridge crossings, 4 ferry-bridge crossings and 18 crossings on which floating transporters are used. Since the beginning of the operation, the military removed from the flooded areas more than 20 thousand people, more than 4 thousand vehicles and a little less than 12 thousand tons of various cargoes.
Currently, the servicemen of the Eastern Military District are taking part in all activities related to the elimination of the consequences of the flood and assistance to the victims. Forecasts for the near future do not allow us to hope for an early end of the flood. Therefore, over the next days or weeks, soldiers and officers will have to continue to provide assistance to the victims. In addition, do not forget that the first frosts will begin soon, and this will only aggravate the situation in the affected regions. Thus, the operation to provide assistance to the local population can drag on for several weeks or even months. The main problem in this situation is the uncontrollable nature of natural processes. It is still impossible to say exactly when the water will leave all the affected settlements, which greatly complicates the planning of further work. However, there is no choice. EMERCOM employees and military personnel of the Eastern Military District continue to work at the scene of the emergency and help the victims.
