Deputy Prime Minister Dmitry Rogozin, who is responsible for the Russian defense industry complex, told the State Duma deputies in bright colors about the prospects for the development of the country's defense-industrial complex. Thanks to special programs, it will be possible to optimize the processes of ammunition disposal and the production of "evenly burning gunpowder". The Deputy Prime Minister in charge of the defense industry took the opportunity to once again praise his charges. Rogozin told the State Duma deputies about the new products prepared by the defense industry for police officers and military personnel, and also noted that the new weapons are in no way inferior to their foreign counterparts.

Dmitry Rogozin said that by the end of 2012, a new pistol is expected to appear, which in its characteristics will not be inferior to existing models of this kind of weapons, sniper and police rifles in the world. A sniper grenade launcher and appropriate ammunition are being developed for them.

The deputy prime minister, who usually zealously defends the defense industry from reproaches from the military leaders, on February 28, unexpectedly for everyone, took the first step towards reconciliation with the Ministry of Defense, stating that the claims of the military department to the quality of products manufactured in Russia are fair.

Recall that the Deputy Prime Minister has recently been in some opposition to the military, who regularly expressed their dissatisfaction with Russian defense products in the media. After the head of the General Staff Nikolai Makarov announced the unsatisfactory quality of the weapons produced in Russia, Rogozin could not restrain himself and pointed to the general in "his place." After some time, rumors began to circulate that the state defense order could be transferred under government control, leaving only part of the functions to the military department. However, later these rumors were not confirmed.

Meanwhile, heated debates continued in the media between the military, whose side was taken by many experts, and the defense industry, who were offended by the fact that they were constantly offended by unfair accusations. As a result, Dmitry Rogozin banned the use of the media as a platform for disputes between the Defense Ministry and the defense industry complex.

Following the chosen course of reconciliation, the Deputy Prime Minister, after admitting on February 2 the validity of the claims of the military department to the products of the Russian defense industry, said that the military-industrial complex is intensively working on the problem.

The Deputy Prime Minister stressed that at present, "work is being carried out to improve the quality of Russian equipment" in a "tough regime". As an example, Rogozin named those Russian defense enterprises where this problem is being solved. So, in Kurgan, where armored vehicles are being produced (we are talking about BMD-4M), a fairly high level of protection of armored vehicles has practically been achieved. The Deputy Prime Minister noted that similar developments exist for other models of equipment and weapons.

Work is underway to optimize the processes associated with the disposal of ammunition. Rogozin noted that it is planned to introduce stricter standards for the expiration date of ammunition in the Armed Forces' reserves, "so that those ammunition that has come to this deadline and which is already morally obsolete and cannot be used in new weapon systems should be disposed of …". He also said that a serious step forward will be made in this direction by the end of this year.

Analyzing the state of the production of special chemicals, Rogozin noted the difficult situation of gunpowder factories. According to the Deputy Prime Minister, a special program has already been adopted, which will be considered in March. According to this program, points of growth will be determined. And the federal target program for the development of the military-industrial complex will ensure the purchase of domestic and imported equipment to provide the necessary gunpowder, that is, evenly burning gunpowder, and not the one that is used today in the manufacture of ammunition.

However, foreign military equipment will not be purchased in series. Recall that Prime Minister Vladimir Putin recently said that when implementing the state armaments program, it is necessary to support, first of all, domestic producers. He also noted that the process of purchasing foreign samples and technologies should not "frighten or shock anyone."

On Tuesday Rogozin said that "we will not buy foreign equipment in series." The main task set by the Prime Minister is the purchase of weapons and military equipment abroad "only in one-off samples to master new technologies."

The Deputy Prime Minister believes that bribery and theft in the field of state defense orders will be equated with complicity in the actions of enemies, "since this is a damage to the country's defense capability and its security." Note that Article 275 of the Criminal Code of the Russian Federation "High treason" presupposes punishment in the form of imprisonment for a period of 20 years.

Rogozin also recalled that by 2020 about 20 trillion rubles will be allocated to finance the state armaments program, and about three trillion rubles will be allocated for the process of modernizing defense enterprises.

Rogozin believes that in the rocket and space industry, which is failing one after another, there are no “traitors to the Motherland”.

According to the Deputy Prime Minister, the problems with rocket and space technology "do not have any pronounced corruption dimension." He believes that these problems are associated with the lack of a Russian electronic component base with the necessary characteristics and a significant reduction in the institution of military representations at enterprises in order to ensure control over the reliability and quality of products.
