On April 1, on the "April Fool's Day", the next spring appeal started in Russia. According to the presidential decree of March 31, 2011, by July 15, 218,720 young people of draft age who have no deferrals or exemptions from conscription should be put under arms. At the same time, all soldiers, sailors, sergeants and foremen who have served the legal year of service must be transferred from the army and navy.
As is customary in Russia, such events rarely take place without speculation and scandals. Dmitry Medvedev, speaking to university students at the end of March, vaguely hinted at a possible postponement for college students wishing to go to university, while those who want to study at an academy or institute may not have such an opportunity. At the same time, the presidential administration did not approve of the previously widely publicized plan to extend the deadline for spring conscription from July 15 to August 31, which was proposed by the Ministry of Defense. So the military tried to replenish the ranks of the armed forces at the expense of failed students and graduate students.
The military prosecutor also contributed to the spring campaign, who "joked" on the eve of April 1, announcing an increase in incidents and crimes based on hazing in the army and navy. In turn, the General Staff, more specifically the head of the Main Organizational and Mobilization Directorate, Colonel-General Smirnov, proposed a very effective method for solving this problem. He called on the public to abandon the term "hazing", replacing it with the definition of "barracks hooliganism", the prerequisites of which come to the army from the street and the multinational Russian army, in general, do not directly concern.
The colonel-general modestly kept silent about the fact that in companies and batteries, and in the entire army as a whole, educational work had also been neglected by the problem of military discipline, except for the rabbis and mullahs recently assigned to the army, it seems that there is no one to deal with. Not otherwise, in the near future everything in the army should change, just as it suddenly and constantly happens in the course of the reform aimed at giving a "new look" to the Russian armed forces.
Not so long ago, the chief of the General Staff, General Makarov, announced that it was necessary to reduce contract soldiers in the army, and, on the contrary, increase the number of conscripts. But already at a meeting of the Academy of Military Sciences, he personally declares that the new armed forces are being built for contract servicemen, because only with their training will we be able to get a professional army. At the same time, stating that the number of conscripts in the army will eventually decrease to 10-15%. Meanwhile, there are rumors in society that the current spring conscription is the last, in which the soldiers will have to serve for a year. Allegedly, the generals believe that it is impossible to train a well-trained soldier specialist in their field in one year, therefore, after the election of a new-old president in 2012, the draft period can again be increased, making such a decision is now politically unprofitable.
Examples of such formal and semi-official draft speculations go on and on. The question of how long this will last is rhetorical. Although the answer to it is known, all this speculation around conscriptions and conscripts will continue until service in the army and defense of the Fatherland become a real duty and honorable duty of Russian citizens.
