The Ministry of Defense is preparing the next large-scale reform in the army manning system. The amendments will be developed by September 1. For example, it is planned to increase the draft age to 30 years and reduce the number of universities that provide deferrals for students.
Even harsher measures will be applied to those who dodge the draft. A young man who himself did not appear at the military registration and enlistment office after reaching the age of 18 is in fact declared a criminal and restricted in his right to freedom of movement. That is, it will not be possible to leave even to another city.
And those who have not completed military service are invited to block the road to government positions and some professions.
Surely, the current conscripts have a lot of questions. The hosts of the "Morning of Russia" program voiced them to the expert of the Association of Military Political Scientists, reserve lieutenant colonel Alexander Perendzhiev.
"I consider many of the conditions to be wrong, since we are talking about the restriction of civil rights. And here it does not matter whether they are conscripts or not," the specialist said. According to Perendzhiev, if there is a need to restrict the movement of conscripts, this problem must be solved in the same way as it is solved with the status of a serviceman.
The expert explained that if the state restricts the rights of a conscript, then it must compensate for this. For example, if the civil rights of servicemen are limited in some matters, then there are always compensation benefits, said Alexander Perendzhiev.
"In addition, it is not difficult to assume that if the rights of a certain category of people are limited, then it will also be easy to restrict other citizens. And this, undoubtedly, will cause aggression in society," the expert stated.
As for the proposal to increase the draft age, Perendzhiev is convinced that this is how the state wants to consolidate conscription service, thus abandoning contract service.
