The monetary allowance (DD) of the military personnel of the Armed Forces of the Russian Federation consists of a salary for a military position (OVD) and a salary for a military rank (OVZ). The categories of ATS, HVD and PNVL are eternal, like the sky and air, they cannot deprive people of them. They are only adjusted when the military position changes, the number of years he has served or the DD increases. So, financiers every month "plus" the salary of people in uniform (of course, taking into account the specifics of each service) supplements. But do not think that with a huge number of them, the military is raking money with a shovel: there are different additives. Quite scanty, say, 100 rubles. for the class qualifications of an ordinary contract service, and more - 200,000 rubles to the commander of a submarine missile carrier on the basis of the order of the Ministry of Defense No. 400.
Indeed, ours have no less additives than the Americans. And many of them even coincide in name: for combat duty, for parachute jumping (landing with equipment), sea pay; for diving work.

But contract soldiers and warrant officers, as well as officers in sergeant positions, are not supposed to have this happiness, which causes them reasonable dissatisfaction. How is it that everyone "plowed", but with one - tops, and others - roots?
Quarterly payments by order of the Ministry of Defense No. 115. They are paid to contractors (who have no penalties) at the expense of the freed up as a result of the reduction in the number of personnel of the Armed Forces and savings in budgetary funds. For special conditions of service for servicemen engaged in work on recharging nuclear reactors of ships, handling nuclear fuel and radioactive waste. Money is small, but outdoor work is healthier, you know!

In addition to monthly allowances, in the Russian army there are also quarterly, annual and one-time additional payments (ADV). This is a real money solitaire game. And there is a huge difference in amounts. All these allowances are calculated either in the number of salaries paid, or as a percentage of salaries for the position or salaries of pay. There are also regional coefficients that are taken into account when calculating DD. There is, for example, "polar" - percentage allowances for service in the Far North regions, equivalent areas and other places with a disgusting climate and ecology, including remote ones. The military themselves call these allowances, respectively: "for wearing puffed pants in July", "for savagery." In the "north" even winter hats are different, their "ears" were so long that they overlapped one another. Hence the name - "one and a half salary".
And then there are compensation
For example, compensation paid once a year for spa treatment. 600 rubles for a military man and 300 rubles for his wife. Together - 900 rubles. For your information: today is the daily price for the accommodation of one employee in a sanatorium room. But how does the state compensate the military for, say, living in a rented apartment? There is such a payment! The minimum is 2700 rubles per month. But in Moscow and St. Petersburg it is supposed to pay 15,000 rubles. This is for one. And if three or more live with him, then + 50% (15,000 + 7500) - 22,500.
About military pensions
Russian laws establish the following types of military pensions:
for the length of service;
on disability;
on the occasion of the loss of the breadwinner.
How is the seniority pension calculated?
The monetary allowance taken into account for calculating the pension (let's call it the base amount) includes the salary of pay (ODS), that is, the salary for the last regular military position (OVD) and the salary for the military rank assigned on the day of dismissal (HVZ), plus a percentage increase for the length of service (PNVL) to the salary of pay.
The seniority pension is established in the following amounts:
a) persons with 20 years of service or more:
for 20 years of service - 50 percent of the base amount;
for each year of service over 20 years - 3 percent of the base amount, but not more than 85 percent of it;
b) persons with a total length of service of 25 "calendars" or more, of which at least 12 years and six months is military service:
for a total work experience of 25 years - 50 percent of the base amount;
for each year of work experience over 25 years - 1 percent of the base amount.
There are also a number of monthly, annual and one-time additional payments to military pensioners, provided for by the current legislation of the Russian Federation. Here are just some of the allowances:
"Presidential" (240 rubles!);
disabled as a result of military service;
disabled as a result of an illness received during military service;
disabled persons of group I or those who have reached the age of 80 for caring for them;
non-working pensioners with disabled dependents.
Compensation for the lease (sublease) of residential premises. Often it is received by a court order.
Compensation for spa treatment. These are the same 600 rubles. plus 300 for the wife.
Payment of funds to pay for the cost of vouchers for school-age children (up to 15 years old inclusive) in the organization of recreation and health improvement of children (up to 75 percent of the cost of the voucher). This year there were difficulties in obtaining it.

The secret of focus
Anyone who carefully looked at the tables of monetary allowance and military pensions must have noticed a huge difference in numbers. The fact is that a huge number of additional payments, allowances and compensations are not taken into account in any way when assigning pensions. For the calculation of pensions, no more than 20% of the DD received by active military personnel is taken into account.
And even according to the draft law on financial reform in the army (if it is adopted), this value will practically not change from 1.01.12. And only by 2020 it can increase up to 50%. Here the idea of the authors of the reform is not difficult to unravel - to "tear off" the size of pensions from the size of the DD of the military personnel. And save on storage. Thus, one of the most important incentives is lost: having received decently during the service, after being fired, they will find themselves in the ranks of not too wealthy citizens.
What do we have and what are we waiting for?
At the end of last year, Speaker of the Federation Council Sergei Mironov said that the share of military families with incomes per family member less than the subsistence level is one and a half times higher than in Russia as a whole: “As a result, every second family of servicemen is not satisfied with their financial situation ". And the First Deputy Chief Military Prosecutor, Lieutenant General of Justice Aleksandr Mokritsky, added: “While the rate of income growth of military personnel is much lower than in the country as a whole, the difference between the monthly aggregate monetary income of a civilian and military family is about 50%, which affects the state of law and order in Armed Forces ".
And the State Duma promised that from January 1 of this year, the DD of servicemen and military pensions will be increased by 6.5%. But it didn’t happen. And when will it happen?
"In the fall of 2010, we, as promised, will consider the issue of raising the salaries of state employees, as well as the monetary allowance of military personnel and military pensions, student scholarships," Russian Prime Minister Vladimir Putin said on April 20, "We will do this taking into account the state of the budget."
And what salary is given to a foreign soldier?
Azerbaijan
DD for conscripts - about $ 5 per month. The contractor (private) has $ 35 - 40. But the lieutenant already receives about $ 600, and the general - a little more than $ 1200. Armenia

Belarus
For syabrov, DD consists of salaries by rank and position, seniority allowances and bonuses, which increase it by about 1.5 times. And no bonuses? Then a private contract soldier receives $ 200 - 230, a warrant officer - $ 250 - 300, a lieutenant - $ 280 - 380, a major lieutenant colonel - $ 400 - 500. Achievement premium - $ 33. Georgia
Part of the Georgian army (which is being trained according to American military programs) has long been financially supported by the United States. Thanks to this, Saakashvili in 2004 was able to increase the salaries of the "elite" military immediately by as much as 300%. And their average salary jumped to $ 232.
Now the average DD for officers of the "elite" is $ 600. Officers of simple units receive 2 - 3 times less. And when, in August 2008, Saakashvili was preparing to march on Sukhum and Tskhinvali, he increased the payroll for intelligence officers by $ 180 a month at once. Moldavia

Ukraine

Kyrgyzstan
