As it turned out, Defense Minister Anatoly Serdyukov can allow his department to purchase expensive foreign cars, the maintenance of each of which will cost the budget 6 million rubles a year. And this despite the fact that hundreds of officers cannot wait for the promised apartments for years, and the military units do not have enough money to provide the soldiers with decent living conditions. About how Anatoly Serdyukov made a "profitable place" out of the Ministry of Defense, the correspondent of The Moscow Post reports.
It seems that our army is the richest army in the world. Don't you believe this? But only our Minister of Defense, despite all the controversial situation with the financing of the armed forces, is able to purchase three armored vehicles for the transportation of leadership, five luxury cars of class E and 13 - class F, four BMW 525 IA for state money. Drivers and maintenance are needed for 264 ambulances, 73 Ford Focus, 81 GAZ, Toyota Land Cruiser.
In general, 10.3 billion rubles will be spent to provide the defense department with 566 vehicles with drivers and to provide services from the state treasury.
By the way, these figures include the cost of repair and maintenance of all cars, the cost of fuel and lubricants and insurance. Including driving services, the annual maintenance of one such car per year will amount to 6 million rubles.
Not weak? The armies of other countries, it would seem, can envy the Russian in terms of the level of state investment in the defense industry. But no…
After all, apparently, this money goes into the pocket of the "officials in uniform."
It was through their fault that in 2009 the state suffered 1 billion rubles of damage during state purchases in the field of defense orders. It was this figure that was announced at the board of the Prosecutor General's Office by the chief military prosecutor Sergei Fridinsky. So the military is spending about half of the funds allocated for the purchase of weapons at the wrong address. Although this half includes not only non-earmarked expenses, but also those expenses that can be avoided. Taking into account the fact that about 200 billion rubles were allocated for these purposes last year, the overspending can be colossal. As a result, the authorities made certain organizational conclusions and reduced the number of government contracts in 2010 from 12,000 to 5,000.
But what is the reason for corruption in the implementation of military government orders?
The point is that in this case the FAS has no power over the Ministry of Defense. In fact, one cannot even complain about Anatoly Serdyukov to the anti-monopoly authorities. After all, all complaints related to the state defense order system must be accepted and considered by the Rosoboronzakaz, which was created in 2004 and is subordinate to the Ministry of Defense.
Thus, according to the already established tradition, the military checks themselves.
And to all the claims of the FAS, the Ministry of Defense replies that, they say, they have a Rosoboronzakaz, and "the anti-monopoly authorities, please do not worry."
This is how our "valiant" Anatoly Serdyukov, who is not controlled by the FAS, operates.
That is why the armored vehicles of the Italian manufacturer Iveco LMV M65 have already entered service, and the domestic "Tigers" have remained out of work. As a result, the domestic auto giant GAZ lost a large order, and workers lost additional bonuses.
By the way, they say that when choosing Iveco, Russian "officials in uniform" received a good "kickback".

However, the fact that the Ministry of Defense does not obey the FAS has already led to a series of scandals not only in the car market. We are talking in particular about the communications market. As you know, now the military controls frequencies in the range of 790-862 MHz and 2.5-2.7 GHz. In fact, it is the control of the Ministry of Defense that prevents the development of 3G and 4G in Russia.

After all, there is Voentelecom, which has decided to compete with MTS, Megafon, Vimpelcom and Rostelecom for control over 4G communication networks using the frequency range 2, 3-2, 4 GHz.
