In the rating of the 10 most significant events in the Russian naval equipment export segment in 2011, TsAMTO included two contracts (one of which is still under discussion) and 8 delivery programs (under previously concluded agreements).

The first place in the TSAMTO ranking according to the results of 2011 is occupied by the transfer of the Indian Navy to lease for 10 years the nuclear submarine K-152 "Nerpa" of project 971U "Shchuka-B". At the same time, the first place in this program has so far been issued in advance (in case of transfer of the nuclear submarine to the customer by the end of December 2011)

Subsequent places in the ranking are occupied by the following programs.

1. Transfer to the Indian Navy for 10 years of the nuclear submarine K-152 "Nerpa" project 971U "Shchuka-B"

As a result of the meeting of the state commission, which took place in late August - early September 2011, it was decided to transfer the Indian Navy to lease the nuclear submarine K-152 "Nerpa" project 971U "Schuka-B" at the end of 2011.

The meeting was held in Komsomolsk-on-Amur with the participation of representatives of Rosoboronexport and defense industry enterprises.

The nuclear submarine will be leased to the Indian Navy for a period of 10 years. The contract value is $ 650 million.

At the same time, there is no complete confidence that the nuclear submarine will be transferred before December 31, 2011. The deadline for the transfer is the first quarter of 2012.

In early November 2008, during the sea trials of the Nerpa, an unauthorized actuation of the fire extinguishing system occurred, as a result of which freon began to flow into the compartments. 20 people were killed. 1.9 billion rubles were allocated for the restoration of the Nerpa nuclear submarine. Repeated tests of the nuclear submarine began in July 2009.

In September 2009, the Nerpa nuclear submarine completed the third stage of sea trials, and on December 28, 2009 it was handed over to the Russian Navy.

In 2010-2011. on the nuclear submarine, the Indian crew worked out the tasks together with Russian instructors.

2. The contract with the Vietnamese Navy for the supply of the second pair of frigates of project 11661E "Gepard 3.9"

The option to supply Vietnam with two frigates of the Gepard 3.9 project has been transferred to a firm contract, Interfax-AVN reported at the beginning of December 2011 with reference to Sergey Rudenko, Deputy Director for Foreign Economic Activity of JSC Zelenodolsk Gorky Shipyard …

In terms of the armament of the two new frigates, the emphasis will be placed on the possibility of conducting anti-submarine operations.

As TsAMTO reported earlier, the Vietnamese side has long expressed its intention to acquire two more similar ships, and then it was about their licensed construction in Vietnam.

There are no detailed parameters of the concluded contract at the moment. The AST Center, citing its sources, notes that the construction will be carried out at JSC Zelenodolsk Shipyard named after A. M. Gorky.

3. Implementation of the contract with the Vietnamese Navy for the supply of the first pair of frigates of project 11661E "Gepard 3.9"

The delivery of the first pair of frigates is the largest project between Russia and Vietnam in the BNK OK segment.

The second frigate of project 11661E "Gepard-3.9" at the end of August was officially included in the Vietnamese Navy. The ceremony took place at the Cam Ranh naval base.

The frigate has improved characteristics in terms of seaworthiness, maneuverability, dynamism, controllability and cruising range. Taking into account the wishes of the customer, expressed after the arrival of the first frigate in Vietnam, a number of improvements were made to improve the interior of the ship. According to experts, the second frigate has become even more convenient in service and operation.

Earlier, at the beginning of March this year, at the Cam Ranh naval base, a ceremonial raising of the state flag of Vietnam took place on the first frigate of the Gepard-3.9 project. The ship was named after the first emperor of Vietnam "Dinh Tien Hoang". The second frigate was named "Li Thai To", also in honor of the Emperor of Vietnam.

The contract with the Vietnamese Navy for the construction of two frigates of the Gepard-3.9 project developed by the Zelenodolsk Design Bureau was signed by the A. M. Gorky Zelenodolsk Plant in December 2006. The frigates were laid down in 2007 under the terms of a contract signed by Rosoboronexport and the Vietnamese government in 2006.

According to reports, the contract value was $ 350 million.

4. Completion of the contract with Syria for the supply of PBRK "Bastion-P"

Russia supplied Syria with Bastion-P PBRK under a contract signed in 2007, an informed military-diplomatic source in Moscow told Interfax-AVN in early December.

At the same time, the source noted that the contract for the supply of the Bastion PBRK has not yet been fully implemented, since “it takes time to complete the training of the Syrian personnel to operate the complexes,” the agency notes.

According to the source, we are talking about "at least" two sets of PBRK "Bastion" with ammunition for 36 anti-ship missiles "Yakhont" in each. The total volume of the contract for two sets of PBRK is estimated, according to unofficial data, at $ 300 million.

The AST Center, citing sources in the RF defense-industrial complex, clarifies that the first set of Bastion PBRK was delivered to Syria at the end of August 2010, the second - in June 2011.

5. Completion of the contract with Vietnam for the supply of PBRK "Bastion-P"

In mid-October 2011, Rosoboronexport supplied Vietnam with the second K-300P Bastion-P PBRK under a contract signed in 2005.

Vietnam became the first customer of Bastion, having signed a contract in 2005 for the supply of two sets of PBRK.

As reported by the Kommersant newspaper, citing a source close to the Ministry of Finance, Vietnam is negotiating with the Russian side to conclude a contract for the purchase of several additional Bastion PBRKs.

According to "Janes Defense Weekly", negotiations on the conclusion of a new contract are being carried out within the framework of the allocation of a state loan by Russia, and the delivery of the complexes can be carried out in 2013-2014.

6. Implementation of the program with Turkmenistan for the supply of missile boats of the Molniya class

The Turkmen Navy has received two Project 12418 Molniya missile boats built at Sredne-Nevsky Shipyard, ARMS-TASS reported.

According to TsAMTO, a contract with an approximate value of $ 200 million for the supply of two Molniya missile boats to the Turkmen Navy was signed in 2008. The deliveries were planned for 2011. As ARMS-TASS specifies, the first boat for this order was delivered in June, and the second in October this year.

In June 2001, the president of the United Shipbuilding Corporation (USC) Roman Trotsenko said that “USC won a tender for the supply of three Molniya-class missile boats to one of the CIS countries”. Presumably, this country is Turkmenistan (estimated delivery time - 2013-2014). That is, the program with Turkmenistan for the supply of Molniya boats will continue.

7. Selection of the corvette of the project 20382 "Tiger" by the winner of the tender of the Algerian Navy

The corvette of the project 20382 "Tiger" (the export version of the corvette of the project 20380 "Guarding") won the tender of the Algerian Navy. The contract planned for signing provides for the supply of two corvettes of this project to the Algerian Navy.

The President of the United Shipbuilding Corporation (USC) Roman Trotsenko stated this at the IMDS-2011 salon.

At the moment, there is no data on the progress of the negotiation process to conclude the final contract.

8. Implementation of the program with Vietnam for the supply of patrol boats of project 10412 "Svetlyak"

On April 22, the Almaz Shipbuilding Company (St. Petersburg) launched a high-speed patrol boat of project 10412 Svetlyak, which is being built for the Vietnamese Navy. The boat was removed from the floating dock and moored at the quay wall of the plant, where its further completion will take place.

According to TsAMTO, this boat is the fourth built by the Almaz company for the Vietnamese Navy. The date of its transfer to the customer is not reported.

In 2009, it was reported that the Vostochnaya Verf shipyard (Vladivostok) also received an order for the construction of two Svetlyak patrol boats for the Vietnamese Navy.

In March 2010, the media reported that Vietnam agreed to buy another project 10412 Svetlyak boat from Russia.

9. Transfer to the Algerian Navy of two patrol ships of projects 1234E and 1159T after overhaul and modernization

In February, at Severnaya Verf, a ceremony was held for the transfer of two Project 1234E and 1159T patrol ships to the Algerian Navy after a major overhaul and modernization.

The acceptance certificate was signed by the heads of Severnaya Verf, Rosoboronexport and representatives of the Algerian Navy.

The modernized ships are equipped with modern radar and radio communication systems, a sonar system and a missile strike system.

During the repair, about 80% of the ship's systems were replaced, the service life was extended by 10 years.

According to TsAMTO, the contract for the modernization of the Project 1234E Algerian Navy missile boat and the Project 1159T patrol boat was signed in 2007. It took about three years to complete the order.

At Severnaya Verf, the repair and modernization of the second pair of ships of projects 1234E and 1159T, the contract for the modernization of which was signed in 2008, continues. Their delivery to the customer is scheduled for late 2011 - early 2012.

In total, the Algerian Navy has three ships of these projects, which were delivered in 1980-1985.

Negotiations are underway to modernize two more ships of projects 1159T and 1234E.

10. Implementation of a program with Vietnam for the supply of components for licensed assembly of Molniya-type missile boats

Vympel Shipbuilding Plant OJSC signed a subcontract with the Zorya-Mashproekt Gas Turbine Research and Production Complex (Ukraine) for the supply of ship power plants for four Project 1241.8 Molniya missile boats to be built for the Vietnamese Navy.

According to the contract, SE "NPKG" Zorya-Mashproekt "will provide during 2011-2013. supply of M-15 gas turbine units for four Molniya missile boats, which will be built with the participation and technical supervision of Vympel Shipyard OJSC at a shipyard in Vietnam.

The delivery of the first power plant to the customer is scheduled for December this year.

According to ARMS-TASS, a contract with Vietnam for the supply of components for six boats was signed in 2010. The option provides for the construction of four more boats of project 12418.

According to TSAMTO, in the 1990s. 4 boats of project 1241RE "Molniya" with a missile system "Termit" were delivered to Vietnam. In 1993, Vietnam bought a license for the construction of Project 1241.8 Molniya missile boats with the Uranus missile system. The delivery of technical, regulatory and technological documentation for the construction of these ships began in 2005. Since 2006, the process of preparation for production has begun. According to the contract signed in 2003, two boats of the project 1241.8 "Lightning" with the missile system "Uran" were planned to be built in Russia and 10 boats under a Russian license in Vietnam. The first Project 1241.8 Molniya missile boat with the Uran-E missile attack system was handed over to Vietnam in 2007, the second in 2008. In 2010, with the laying of the first boat at the shipyard in Ho Chi Minh City, the implementation of the licensed part of this contract for the construction of 10 boats, designed for the period until 2016, began.

Major ongoing programs

Modernization program for diesel-electric submarines of project 877EKM for the Indian Navy

Russia continues to implement the program for the modernization of diesel-electric submarines of project 877EKM of the Indian Navy. In July 2009, a working protocol was signed on the deployment of Project 877EKM at the Zvezdochka Ship Repair Center for the repair and modernization of the Indian Navy's diesel-electric submarines Sindurakshak. The contract was signed in June 2010. The cost of modernization is estimated at $ 80 million. The transfer of the boat to the customer is scheduled for the second half of 2012.

The company also continues to work to ensure the repair and modernization of the submarine "Sindukirti" at its base - the port of Visakhapatnam at the shipyard "Hindustan Shipyard Ltd." It is planned to complete the medium repair and modernization of the Sindukirti diesel-electric submarine in 2011.

In September 2009, Zvezdochka Ship Repair Center was appointed the lead contractor for the rearmament of four diesel-electric submarines of the Indian Navy. According to the contract signed by Rosoboronexport with the Indian Navy, four Project 877EKM diesel-electric submarines will be modernized with the installation of the Club-S missile system. The new missile system will receive diesel-electric submarines "Sinduratna", "Sinduraj", "Sindhushastra" and "Sinduvir". The diesel-electric submarines will be modernized at Indian shipyards. The works are designed for five years.

The program for the construction of three frigates of project 1135.6, repair and modernization of the aircraft carrier "Vikramaditya" for the Indian Navy

The delivery of three Project 1135.6 frigates for the Indian Navy has been postponed for a period of 12 to 14 months, the Press Trust of India reported at the end of August this year, citing a report by Defense Minister A. C. Anthony to the country's government.

The report also indicates that the handover of the aircraft carrier Vikramaditya is expected in December 2012.

As A. C. Anthony specified, Rosoboronexport informed the Indian Ministry of Defense that the delivery of the lead ship was postponed for 12 months, the second ship - for 11 months and the third - for 14 months. The original schedule called for the transfer of ships in April 2011, October 2011 and April 2012.

The timing of the transfer of the aircraft carrier "Vikramaditya" was postponed due to the need for additional work.

Construction program for diesel-electric submarines of project 636 "Kilo" for the Vietnamese Navy

At the end of 2009, Russia and Vietnam signed a contract for the supply of six Project 636 Kilo diesel-electric submarines worth about $ 1.8 billion. The laying ceremony for the first of six Project 636 Kilo diesel-electric submarines ordered by the Vietnamese Navy took place at the Admiralty Shipyards on August 26, 2010.

According to reports, Project 636 diesel-electric submarines for the Vietnamese Navy will be equipped with the Club-S missile system.

Three months after the signing of the contract, the parties began negotiations on the construction of a base point for diesel-electric submarines and related infrastructure. Experts estimate the financial parameters of this program at an amount comparable to or even greater than the cost of the diesel-electric submarines themselves.

Vietnam expects to receive a loan from Russia for the construction of not only a submarine base, but also for the purchase of ships of various types (including rescue ships, support ships) and naval aircraft.

It should be noted that the submarine forces and naval aviation will be new structures within the Vietnamese Armed Forces.

Promising programs

Indian Ministry of Defense tender for the purchase of 6 nuclear submarines

Rosoboronexport has offered the Amur-1650 submarine for a tender by the Indian Ministry of Defense for the purchase and licensed production of six nuclear submarines.

The designer of the non-nuclear submarine "Amur-1650" - OJSC "Central Design Bureau" Rubin "(St. Petersburg) - has already presented to India a project modified to meet the requirements of the customer.

Venezuelan Navy plans for the purchase of nuclear submarines

The command of the Venezuelan Navy in November this year invited the country's leadership to intensify negotiations on the purchase of new submarines. The reason for this decision was the discovery of an unknown nuclear submarine in the country's territorial waters. The incident took place on November 7 in the area of Orchilla Island.

"Strategic plan for the construction of the Venezuelan Navy for 2000-2010." provided for the purchase of new diesel-electric submarines. In 2005, information was announced about the intention to acquire, within 15 years, 9 submarines equipped with an air-independent power plant and capable of launching tactical missiles from a submerged position.

As part of this project, the Venezuelan Navy assessed the capabilities of the U-214 (Germany), Amur-1650 (Russia) and Scorpen (France) submarines. However, taking into account the position of the United States, the purchase of European submarines became impossible, and since 2007 Venezuela has been negotiating the acquisition of diesel-electric submarines with the Russian side.

In particular, as previously reported, Venezuela discussed the possibility of purchasing five Project 636 submarines and four Project 677E Amur-1650 submarines. However, then the negotiations were suspended.

At the moment, according to TsAMTO, we can talk about the purchase of 3 diesel-electric submarines of project 636 "Kilo".

Missed opportunities in 2011

Indonesian Navy tender for the purchase of submarines

In 2009, the Indonesian Ministry of Defense sent invitations to participate in a tender for the supply of diesel-electric submarines to companies from France, Germany, Russia and the Republic of Korea, but the program was canceled due to lack of funds for its implementation. The decision on the selection of the winner was postponed to 2011.

For a long time, it was reported that Russia and the Republic of Korea were considered the main candidates for the supply, but in the final of the competition, the struggle unfolded between two companies engaged in the licensed construction of the Type-209 diesel-electric submarines designed in Germany.

The rival of Daewoo Shipbuilding & Marine Engineering at the final stage in the Indonesian tender was a consortium of Turkish and German companies, which also offered the supply of Type-209 diesel-electric submarines.
