The current situation in the geopolitical arena remains very difficult. The United States authorities are announcing their new military doctrine, reducing the level of funding for their army. The Obama administration declares that it is time to make a more compact mechanism out of the American army that will be able to solve any military problems in the world without spending as large-scale resources as today.

At the same time, attempts to reform the Russian armed forces continue. The President announced that in the near future the army will be almost 100% re-equipped, for which huge funds are allocated from the budget, which, in the opinion of the highest authorities, should radically affect the modernization of the Russian army and navy. In addition to purchasing new weapons produced by Russian enterprises, the military department expects to conclude contracts with foreign partners. There are already certain agreements on the purchase of the Mistral warships from the French side, and information has been passed on the possibility of purchasing unmanned aerial vehicles from Israel. If the trend with the purchase of weapons from foreign partners continues, then a new problem will need to be addressed. It will consist in training specialists capable of servicing foreign military equipment. Today such specialists, for obvious reasons, can be counted on one hand in Russia.

To train servicemen in managing foreign samples, it is necessary not only to carry out a high-quality technical translation of the attached documentation, but also to obtain from foreign suppliers all the necessary data on the options for the effective operation of military equipment and weapons of various classes.

But the whole question may also be whether foreign manufacturers of military equipment will go to open all their secrets for the Russians. Indeed, when selling copies of military equipment abroad, the Russian side often offers services itself with the help of its own military experts for countries such as India, China, Kazakhstan and a number of others. Therefore, along with new weapons, we can also get a whole group of Western specialists, as they say, in the range. Therefore, this kind of purchases can also result in additional spending on payments for service personnel. And the very presence of foreign specialists at Russian military facilities is a highly questionable option.
