An agreement with the French on the supply of components for the Mistral helicopter carriers to Russia has been reached.

According to the requirements of the Russians, Mistrals will be supplied with the latest electronics and other modern equipment. On Wednesday, the press secretary of the Russian Ministry of Defense announced the signing of a joint agreement with the French, which clarified the needs of the Russian Navy. In parallel, the experts explained the importance of this deal.

The agreement reached in these negotiations clarifies the needs of the Russian sailors, according to which the Mistral will be built. This information was obtained from an official source from the Ministry of Defense.

"Mistrals" must come in one kit with all the electronics provided on the ship, spare parts and a set of all the necessary tools with all the additions to them. This also included the requirement for the supply of ship control documentation. Together with the above points, it is indicated that everything necessary for the construction of two helicopter landing craft docks in one of the ports of Russia is brought in, including equipment and assistance during construction. This also included the supply of operational documentation and detailed descriptions of all individual parts of the docks.

Despite the fact that the contract for the supply of Mistrals by the French side, according to which it is planned to supply this type of ships by April 30, 2011, is not yet fully ready, its initial stage is proceeding according to plan. At this stage, the contract is in a state of negotiation.

At the beginning of the negotiation process, the Russians put forward fundamental demands to the French side for the complete staffing of ships of this type, including French electronics, including the control system. At the same time, the French side was rather reluctant to show a desire to satisfy such requirements. To which the Russian side noted that the Mistral itself interested them primarily because of its technologies and capabilities, allowing their further development on Russian warships.

According to the source, such requirements from the Russian specialists were indicated from the very beginning. As a detailed analysis of the primary data on these ships has shown, the Mistral has a large technological reserve both in shipbuilding and in the ability to control heterogeneous naval forces. It was in this that the fundamental moment was seen, since it was planned to enter the Mistral into the fleet not only as a helicopter carrier, but also as a ship that controls versatile forces.

As you know, the situation with the purchase of two Mistrals by Russia has been developing for three years, but it is still impossible to boast of a complete agreement. Many obstacles lie in the price of ships, in the supply of components and, in general, in providing the Russian side with all the possibilities for management and maintenance. Without providing all the technologies, the purchase of these ships completely loses its meaning. The development and entry of the fleet to a qualitatively new level in the country's defense capability will only make it possible to fully equip this type of ships.

As a source from the Ministry of Defense and the presidential administration showed, the original agreement did not provide for the complete set of modern control and communications equipment. The agreement also did not provide for the construction of two ships of this type in Russia itself and the training of crews with the full sale of the shipbuilding technology department.

This was the reason for the spread of rumors about the failure of this transaction, and the information provided on Wednesday was aimed at debunking all doubts. So, earlier in some newspapers articles were published indicating the failure of this transaction due to the fact that the Russian side from the very beginning was put by the French in unfavorable terms for the acquisition of the ship's components.

At the same time, it became known that the Baltic Sea countries did not hide their joy from rumors about the occurrence of unreachable agreements. These countries initially reacted to this contract with a great deal of mistrust and concern. I especially did not like the Baltic countries - Estonia, Lithuania and Latvia, which expressed dissatisfaction with the fact that when concluding such agreements, their opinion was not only ignored, but also generally not taken into account from the very beginning. Thus, they do not hide their joy about the emergence of contradictions. For example, the Latvian Foreign Ministry expressed on this occasion that such an agreement should be discussed in accordance with the "common security policy" with the involvement of such organizations as the EU and NATO. It got to the point that French President Nicolas Sarkozy personally sent his ambassadors to these countries with a mission of "appeasement".

Thus, once again there is a "leak of information" about these negotiations. This year there have already been new interpretations about these negotiations. So, one of the authoritative political publications of the country published data back in March, according to which the French were going to increase the cost of both the ships themselves and the deal in general. Initially, according to the agreement, both Mistrals were going to sell for 980 million euros. Now their value has increased to 1 billion 240 million euros. This turn of events, as the newspaper notes, was caused by the "unprofessional approach" to the conclusion of the contract by the Russian Ministry of Defense, from which Vice-Admiral Nikolai Borisov, Deputy Commander-in-Chief of the Russian Navy, was nominated to sign the contract. It is indicated that Borisov signed a contract for a total of 1, 15 billion euros, which did not like the French side.

Over time, the French put forward new requirements for the contract price due to the fact that the Russian side is constantly making additional requirements and changes to the design of both ships.

We remind you that the contract for the construction of two Mistral landing ships by France for Russia was signed on January 25, 2011. From the Russian side, Russian Deputy Prime Minister Igor Sechin came to the signing, and from the French side, French Defense Minister Alain Juppe himself arrived.

When the contract was signed, it was announced that the ships would be built jointly by the Russian United Shipbuilding Corporation (USC) and the French DCNS. The construction itself will be carried out in the French Saint-Nazaire, after which, according to the license, two more ships of this type will be built in Russia. According to the president of the Russian construction organization Nikolai Trotsenko, the price of each of these ships will not exceed 600 million euros.

Such a contract, according to Trotsenko, will allow, finally, to fully renew and establish the newly launched Russian shipbuilding and bring it to a new level. The localization of the first ship will be up to 20%, the second - up to 40%, the third - 60%, when the fourth is built, the localization should reach 80%.

It has already been decided to send the first two ships built to the Far East. Where two more Mistrals will go is not yet known.
