The project of a new generation river ship, numbered 21630 and the Buyan code, was developed by the Zelenodolsk PKB enterprise (FSUE) under the leadership of chief designer Ya. E. Kushnir, scientific and technical support for the design and construction of the ship for the Navy was carried out by the 1st Central Research Institute of the Ministry of Defense. The ship was designed by the Zelenodolsk Design Bureau taking into account the peculiarities of the Caspian Sea and the Volga delta, while the main requirements were high seaworthiness and the ability to pass the ship at shallow depths in the northern part of the Caspian Sea and the Volga River delta. Among the requirements of the tactical and technical assignment was a given cruising range so that the ship was able to make transitions along the entire length of the Volga and the Caspian.

At present - the lead ship "Astrakhan" (built in 2004-2006), put into operation in the Caspian Flotilla. For the Caspian flotilla, the second ship "Volgodonsk" laid down in 2005 and the third "Makhachkala" laid down in 2006 are under construction. In total, the plans include the construction of 10 ships. It is being built by the ALMAZ Shipbuilding Company, previously the Primorsky Shipbuilding Plant - a plant in St. Petersburg.

Purpose: to strengthen the surface forces of the Caspian flotilla in the near sea zone and in river sections, ships of this type are designed to guard and protect the two-hundred-mile economic zone of the state.

Peculiarities: The architectural appearance of the new ship was created in accordance with the requirements for reducing radar signature (inclined flat surfaces of the superstructure, the presence of bulwarks, a significant reduction in protruding practical things, doors and hatches hidden in the planes of the superstructure and deck) and lowering the level of other fields (the so-called technology " Stealth "). When creating project 21630, advanced achievements in the field of military shipbuilding were applied. At the same time, weapons and componentry equipment of Russian production and on a domestic element base were used.

The second one is Project 21632 "Tornado", the export version of Project 21630 of the "Buyan" type. The main difference between the project and the 21630 is the presence of export weapons on it, as well as the possibility of replacing weapons systems depending on the specific requirements of the customer.
