Project 21631 was designed by Zelenodolsk Design Bureau under the leadership of Chief Designer Ya. E. Kushnira on the basis of project 21630 of the Buyan type, scientific and technical support for the design and construction of a ship for the Navy was carried out by the 1st Central Research Institute of the Ministry of Defense. The ship was designed taking into account the peculiarities of the Caspian Sea and the Volga delta, while the main requirements were high seaworthiness and the ability to pass the ship at shallow depths in the northern part of the Caspian Sea and the Volga delta, which was ensured by the use of water jet propulsion devices. According to the requirements of the tactical and technical assignment, such a cruising range was set so that the ship was able to make transitions along the entire length of the Volga and the Caspian.
The tender for the construction of ships of project 21631 was won by the Zelenodolsk shipyard named after A. M. Gorky on May 17, 2010, and already on May 28, a contract was signed for the construction of ships of this series. The first ship of the Grad Sviyazhsk project was laid down on August 27, 2010. Delivery of the ship is scheduled for 2013. The second ship of Project 21631 is to join the Black Sea Fleet - it should be laid down this year. In total, it is planned to build 5 ships of project 21631.
Purpose: this is a river-sea-class ship, its task is to guard and protect the economic zone of the state. Unlike its prototype - a small artillery ship of project 21630 - the MRK has more than one and a half times greater displacement (949 tons) and is armed with a vertical launcher of the 3R-14UKSK complex for 8 anti-ship missiles, which allows strikes with high-precision cruise missiles both at sea, and for ground targets.

In addition to missile and cannon armament, the ship will receive electronic countermeasures. On the export ships of the Tornado series, it is proposed to install the PK-10 "Smely" fired jamming complex for self-defense against enemy detection equipment and its anti-ship missiles. However, this is not enough for a Russian Navy ship. Apparently, "Sviyazhsk" will also be equipped with the TK-25 electronic countermeasures complex. In the export version, it provides automated reconnaissance and identification of radar emissions of various types in a complex electromagnetic environment, automated creation of active jamming and control of passive jamming, automated solution of REB tasks, coordinated with the solution of tasks of air defense and missile defense of a ship.
The ship is powered by four MTU Friedrichshafen 16-cylinder engines.
