According to RIA Novosti, First Deputy Defense Minister for Armaments Vladimir Popovkin said that the purchase of ships will be carried out within the framework of the state armaments program for 2011-2020 and will include 20 submarines, 35 corvettes and 15 frigates. V. Popovkin did not specify what other 30 military courts are in question.

The state armaments program for 2011-2020 has not yet been approved, its content is not fully known. Earlier it was reported that under the program, the Russian Ministry of Defense will receive 19 trillion rubles.

Earlier, the Ministry of Defense reported that the Black Sea Fleet of the Russian Federation, which has not been replenished since the times of the USSR, will be replenished: they promise to put into operation 18 new surface and submarine ships, including Project 636 Varshavyanka submarines, Project 11356 frigates and Project 22350 frigates, as well as large landing ships of project 11711.

Reference: In 2007-2008, the 4 fleets of the Russian Federation (Black Sea, Baltic, Northern, Pacific) had about 485 pennants (including landing boats). But a significant percentage of them (it is not known for sure) needs repair, overhaul, is in conservation (usually only for scrapping) and is incapable of combat. From the Soviet 150 large ships (in the 80s) - in 2010, 20-30 ships remained more or less efficient. In 2008-2010 the Russian fleet included only 5 new ships: submarine B-90 "Sarov", submarine B-585 "Saint Petersburg", nuclear submarine K-152 "Nerpa" (a decision was made to lease India), frigate "Yaroslav the Wise", corvette "Guarding". As of the end of 2010, within 5 years (from 2011 to the end of 2015) 35 ships should enter the combat composition of the Russian Navy: 4 SSBNs of project 955 / 955A / 955U, 2 MPLATRK of project 855 / 855M, 2 diesel-electric submarines of project 677 and 3 projects 636.3, 2 frigates of project 22350 and 3 project 11356M, 5 corvettes of project 20380 and 1 project 11661K, 5 MRKs of project 21631, 2 IACs of project 21630, 2 large landing ships of project 11711. In addition, a contract was signed with France for the construction of 4 helicopter carriers of the " Mistral”, two will be built in France, two in Russia.

If the plan is fulfilled, with the modernization and overhaul of Soviet ships, and not their decommissioning, the Russian Navy will take on a new breath.
