The Ministry of Defense is finishing forming the list of universities that will announce the recruitment of cadets this year.

According to State Secretary of the Defense Ministry Nikolai Pankov, the final list of such schools, institutes and academies will be submitted for approval to Defense Minister Anatoly Serdyukov at the end of January.

Which institutions will remain in it, and which will not, the curator of the departmental education system does not undertake to say. But Pankov hopes that the replenishment of the cadet system will take place, we quote, "if not in all, then in most of the military educational institutions of the Ministry of Defense."

Recall that a major educational change in all army and naval universities was announced last year. Due to the massive reduction in officer posts in the Armed Forces, a solid personnel reserve has been formed.

In order not to remove the shoulder straps from the lieutenants and captains, the generals took an unprecedented step - they refused to accept freshmen. 2010 was declared the year of "closed doors" in departmental universities.

The military did not know exactly how long the prohibitive practice would last.

A few months ago, in a conversation with an RG correspondent, the State Secretary of the Ministry of Defense cautiously suggested that the recruitment of cadets could partially resume in 2011. But first, the leaders of the Ministry of Defense wanted to clearly understand how many young officers would be in demand in the army and navy in five to six years. And also - what kind of specialists will be in short supply by that time. Everything had to be calculated with human accuracy. It seems that Pankov and his colleagues have coped with this task.

While the military is talking about a truncated recruitment of cadets. That is, in some universities, admission-2011 will be full-fledged, somewhere - partial. But the access of applicants to some schools, institutes and academies will still remain closed.

The list of publicly available institutions in the Ministry of Defense was quickly decided. These include higher educational institutions of the branches, combat arms, and central bodies of military command, which have not undergone significant changes during the transition to the new look of the Armed Forces. The number of officers there is now about the same as before. First of all, we are talking about training specialists for the strategic nuclear forces of Russia.

Speaking about recruiting or not recruiting cadets, it should be borne in mind that this year military universities will train about 15 thousand lieutenants. Graduation of 2012 - 15 thousand more people. In 2013, the same number. That is, in the next three years, the army and navy will additionally receive 45 thousand young officers. Everyone needs to find a place of service in advance. And also - to take care of those who study today.

- I think it would be very irresponsible to invite the guys to our military educational institutions, without calculating the consequences of such an invitation one step ahead, - Nikolai Pankov believes.

The heads of the Ministry of Defense hope to reach the full design capacity of army universities in 2012. If everything goes according to plan, 7-7.5 thousand cadets will be recruited annually. Reception is organized in all military educational institutions of the country.

An interesting detail. Having temporarily refused to accept freshmen, the defense department has expanded the training of professional sergeants in its universities. Last year, 11 higher educational institutions of the Ministry of Defense were engaged in this.

Meanwhile, 40 thousand officers are now at the disposal of the military department. Some of them are waiting for an apartment and retirement. Others hope to continue their service.

As Pankov said, the fate of the "supernumerary" servicemen is reported to the Minister of Defense on a daily basis. They are trying to find new positions in the troops for young and promising officers. This is the so-called closest personnel reserve of the Ministry of Defense. So that during the period of forced downtime, people can live normally and support their families, they are paid monthly salaries by rank and previous position.

- We expect that the bulk of the officers - "orderlies" during this year, upon receiving apartments, will be transferred to the reserve, - said the state secretary of the military department.
