How was the outgoing year in the sphere of professional responsibility of Dmitry Rogozin? According to his estimates, it is quite effective. In early December, in an interview with NTV, the Deputy Prime Minister said that the state defense order in 2015 would be fulfilled by about 96 percent. The remaining four percent falls on projects that have stumbled due to underdelivery of equipment and components that were previously ordered from partners abroad, but did not reach the enterprises due to known sanctions.

In a word, there are no organizational and managerial problems in the industry subordinate to the Deputy Prime Minister. True, the story of the construction of the Vostochny cosmodrome came to mind. This object is not directly related to the defense order, but it can serve as an illustration of diligence and discipline in the implementation of the most important state programs. It was planned to launch the first launch of the Angara light rocket on Vostochny this December, which is called “under the Christmas tree”. Did not happen. Serious flaws and imperfections were revealed at almost all infrastructure facilities.

At the beginning of the meeting, which was held by Vladimir Putin at the new cosmodrome in mid-October, Deputy Prime Minister Dmitry Rogozin, who oversees the construction of Vostochny, promised to do everything possible to ensure that the first launches take place by the end of 2015. The President did not support him. “You can’t slip into either a rush job or an assault,” he said then. "It is necessary to monitor the quality, reliability and safety of the infrastructure." Putin allowed to postpone the first launches of spacecraft from the new cosmodrome to 2016.

The position is very sensible, but it was embarrassing that the exact date of the first start was not determined. It's like setting a task for a military formation to reach the line of attack without specifying a specific time. The main thing is not to lose tracks and wheels on the way. Such undemandingness has already led, for example, to a dozen criminal cases on the same "Vostochny". Here, as you know, the funds allocated for the construction of the cosmodrome were plundered.

Last week on the air of the Opinion program, the head of the Accounts Chamber, Tatyana Golikova, named the reasons for such a free handling of budget money. She criticized the government's practice of 100% advance on critical projects and contracts. Imagine, they just started digging a pit at the facility, and they financed it for the roof inclusive, which will take many, many months to reach. All this time, the contractor disposes of the resources at his own discretion.

“We need to take more seriously those expenses that were already incurred in previous years, and the fact that they are not yet spent expenses,” the head of the Accounts Chamber said on TV. - This is a fairly large volume - 4.2 trillion. rub. as of October 1, 2015.

Projects that Dmitry Rogozin did not remember

Tatyana Golikova spoke about macroeconomic problems in general and did not specify the contribution to these unrealized trillions of rubles, formed by enterprises of the military-industrial complex, in which there are enough projects that have been dragging on for years and not executed during contracts. Almost the same day, with Golikova's televised speech, Russian Prime Minister Dmitry Medvedev visited the Zvezda shipyard in the Far East and visited the Kuzbass nuclear submarine, which after modernization was ready for a checkout to the sea. It remained behind the scenes that the boat came to the plant in 2009, and its modernization, according to the contract, was to be completed back in 2013.

There are other examples of coincidences. While Deputy Prime Minister Dmitry Rogozin was demonstrating his pistol skills, Deputy Defense Minister Yuri Borisov announced the disruption of the deadline for the transfer of the two frigates Admiral Grigorovich and Admiral Essen to the Navy. Now the newest ships, equipped with the Kalibr-N missile systems, will become part of the Black Sea Fleet only in 2016. Let us note in parentheses that the construction of each mentioned frigate cost the treasury 40 billion rubles.

Yuri Borisov did not say about the reasons for the disruption of this schedule. But the postponement to 2016 of the completion date of state tests on the other newest frigate "Admiral Gorshkov" was explained by "the need to conduct an extended test cycle of the latest weapons." This ship cost more to the budget. It is cooler than the Black Sea frigates, at least there are as many cruise missiles on it as on the Admiral Grigorovich and Admiral Essen combined.

In July of the outgoing year, on the day of the holiday of sailors, the Admiral Gorshkov, painted with flags, stood in the ranks of the ships of the Baltic Fleet. Then the Supreme Commander-in-Chief, Minister of Defense, Commander-in-Chief of the Navy got acquainted with the newest frigate. Since then, "Admiral Gorshkov" moved to the Northern Fleet, but remained in the cycle of state tests. "Due to the large volume of tests of high-precision weapons," a source in the main headquarters of the Navy quotes RIA Novosti, "the transfer of the lead frigate of Project 22350 Admiral Gorshkov to the Navy is shifting to the right, at the end of next year."

The deadlines for the transfer of the lead minesweeper of Project 12700 "Alexander Obukhov", the lead landing ship of Project 11711 "Ivan Gren", have been postponed to 2016. Incidentally, "Ivan Gren" is still that long-term construction. He has been on the water since May 2012. Completion was delayed, the beginning of mooring trials was postponed several times. We left "to the right" and with the transfer of the ship to the fleet. The St. Andrew's flag will be hoisted on it at best in the second quarter of 2016.

It goes without saying that the construction of lead ships in projects is always fraught with difficulties and takes longer than the creation of serial sisterships. However, all this is taken into account in the contracts of the state defense order, the execution of which was so triumphantly reported to the country by Deputy Prime Minister Dmitry Rogozin.

The defense order includes not only the construction of new warships. Most of it is devoted to the repair and modernization of existing weapons and their carriers. Here, too, not everything is all right. There are small examples. Here is one of them - the diesel submarine "Alrosa", which was promised at the end of 2015, is not yet visible in the ranks of the Black Sea Fleet. There are significant examples. These include the modernization of the missile cruiser of the Northern Fleet "Marshal Ustinov".

At the end of last year, RIA Novosti, citing the official representative of the Severodvinsk shipyard Zvezdochka, Yevgeny Gladyshev, reported that the Project 1164 Atlant missile cruiser Marshal Ustinov will be returned to the Navy at the end of 2015 after a four-year repair. According to Gladyshev, “in the third quarter of 2015, the ship will begin a program of factory sea trials. In the fourth, it will be transferred to the Navy."

This September, the general director of the enterprise, Nikolai Kalistratov, instead of the promised factory tests of the cruiser Marshal Ustinov, shared new information: “It has been decided to put on the ship a new complex (of missile weapons), which is not yet available. The ship will be handed over to the Russian Navy, as stipulated by the contract, in 2016.

We will not catch the general director of Zvezdochka by his tongue, we will remind him of last year's message from the representative of the plant. Perhaps the contract was indeed amended. Better to do boring arithmetic. The press reported that 20.7 trillion rubles will be spent to finance the state armaments program for 2011-2020 (GPV 2020). 19 trillion have been subscribed to the Ministry of Defense. 1, 9 trillion rubles are taught for a year. Four percent of this amount (the underperformance, which Dmitry Rogozin said about) amounts to 76 billion rubles - the frigates cost almost twice as much, the deadlines for transferring them to the fleet were disrupted this December. All in all, the projects that were not fully implemented, just given here as an example, cost the treasury 200 billion rubles.

You can, of course, digress from these sad numbers and remember the shipbuilders from Zelenodolsk, who supplied the Black Sea Fleet with the small missile ships Green Dol and Serpukhov equipped with the Caliber-N complexes, the shipbuilders of the Admiralty Shipyards, who handed over to the Navy on Friday, December 25, the newest, and in many respects unique, search and rescue vessel "Igor Belousov", other teams of the defense industry enterprises. What is the example of Novosibirsk aircraft builders from the Chkalov aircraft plant, who sent two Su-34 front-line bombers to the Ministry of Defense in excess of the plan.

However, it is quite obvious that the military-industrial complex cannot yet absorb the money allocated under the GPV 2020. It is possible that the problem worries the government, and even measures are being taken to resolve it. There are no details about this on Twitter and Dmitry Rogozin's videos. But the country learned how the Deputy Prime Minister knows how to shoot "Macedonian". Instead of a real case - again pretty boring PR. Maybe some of the men in our government are also good at embroidering with a cross? I wish I could please women for the holiday …
