In December 2010, Russian President Dmitry Medvedev instructed the Prosecutor General's Office to check the activities of Roscosmos. The order was given after December 5, 2010 three Glonass-M satellites fell into the Pacific Ocean.
The materials of the check to resolve the issue of initiating a criminal case were transferred to the Investigative Committee of the Russian Federation (IC). Also, the Prosecutor General's Office instructed Roscosmos to attract the guilty leaders of the space agency who are personally responsible for the unsatisfactory work of the department, "sawing" money during the implementation of the Federal Target Program "Global Navigation System", the loss of GLONASS satellites and the lack of control over the activities of enterprises in the rocket and space industry that make satellites from substandard and contraband parts, subject to disciplinary responsibility. But while Roskosmos is in no hurry to punish anyone, the space department apparently believes that with the arrival of a new leader, the named people will leave on their own, and punitive measures are unnecessary here. Recall that at the end of December last year, Dmitry Medvedev fired the deputy head of Roscosmos V. Remishevsky and reprimanded the head of the Federal Space Agency, the former commander of the Space Forces A. Perminov.

And there is something to punish. According to the results of the inspection, violations were revealed, as they say, for every taste: from "cutting" budget money to completing the spacecraft themselves with unusable parts, moreover, smuggled in. The list of all violations took six pages of the official submission of the Prosecutor General's Office, which was, in particular, sent to the head of Roscosmos, Anatoly Perminov. At the end of the presented list of violations, First Deputy Prosecutor General Alexander Buksman proposed “to resolve the issue of bringing to disciplinary responsibility the head of the consolidated department for the organization of space activities Yuri Makarov, the head of the program implementation and accounting department Andrei Pankratov, the head of the department of state orders and contracts Nikolai Ermolovich and other perpetrators officials".
This presentation is dated January 26, 2011. Roscosmos received the document on February 1 - the corresponding mark is on the first page of the submission. It is not difficult to calculate that several weeks have passed since the receipt of the document by Roscosmos, but no measures have been taken in relation to the named persons. The press secretary of Roscosmos, Alexander Vorobyov, answers the interested journalists with the following: “I have no information on this issue. I specifically went to clarify this issue in the personnel department, they recommend contacting the Prosecutor General's Office."
The Prosecutor General's Office expressed extreme surprise at this position of Roscosmos. "When the Prosecutor General's Office submits a submission to a department, it is expected that this department will hold its employees accountable," says Marina Gridneva, head of the department for interaction with the media of the Prosecutor General's Office.
Another informed source from Roscosmos more or less clarified the situation: “We are all waiting for big changes associated with the arrival of a new leader. If the team changes, the people mentioned in the statement of the Prosecutor General's Office may leave like that. What then is the point of arranging a demonstrative flogging now?"
Nevertheless, the Prosecutor General's Office believes that the revealed violations are quite dragging on a criminal case, and disciplinary sanctions would be only a small fraction of the punishments that await careless officials.
“The materials of the check have been transferred to the Investigative Committee of the Russian Federation. They will study the materials and decide whether to initiate a criminal case based on the established facts or not. The usual time for making such decisions is 30 days,”Marina Gridneva explained the position of the Prosecutor General's Office on this issue.
In turn, the Investigative Committee confirmed that the results of the audit are being actively studied. “The materials came to us in mid-February. The decision has not yet been made, we will need about two more weeks,”the UK explained to journalists.
Let's hope that this time the guilty will not be able to evade responsibility, and this case will serve as an example to other corrupt officials.
