According to ministry officials, in this new call, as well as in the previous one, events will be held in the future, which will increase the prestige of military service. Although serious, legislative innovations are not planned this time.
The conscription, which starts on Friday, will be marked by a number of innovations that increase parental and public control over the course of the conscription company in order to improve the conditions of service for conscripts. According to the Deputy Chief of the General Staff of the Armed Forces of the Russian Federation Vasily Smirnov, various public organizations, parents of conscripts will be permanently included in the composition of the draft commissions, they will also have the opportunity to take part in the meetings of the commissions and, together with representatives of public figures, will be able to accompany their sons to the places of service.
Also, according to V. Smirnov, the experience of introducing the so-called method of territorial recruitment of the army, which allows young people to serve in the regions of their residence, begun this spring in order to humanize it, will be continued. First of all, conscripts who have sick, elderly, close relatives, as well as married military personnel will serve in "their" regions.
On the whole, it can be noted that the principle of a mixed complement of military units deployed in the country is beginning to be rather successfully introduced in Russia. Representatives of the Chief Military Prosecutor's Office also talk about the humanization of the army. In particular, according to Major General A. Nikitin, Chief of the Main Airborne Forces, the Ministry of Defense of the Russian Federation has recently been doing a lot to improve the quality and prestige of military service. Now it is possible to use cell phones, serve near home, and in some military units experiments are being carried out to change the daily routine, allowing an afternoon nap.

But despite all these improvements in the work of military registration and enlistment offices and a general decrease in the level of crime in the army, prosecutorial control over the course of conscription companies will not decrease, the Major General said.
Autumn military conscription 2010, at the direction of the Prosecutor General of the Russian Federation and the Chief Military Prosecutor, was taken under the special control of military prosecutors and prosecutors of all constituent entities of the Russian Federation.
Before the start of the current conscription, a prosecutor's check was carried out for the readiness of all military enlistment offices, medical and conscription commissions, as well as transshipment and collection points to conduct a conscription campaign. According to the results of which, from the legislative point of view, the readiness or not the readiness of these institutions to carry out the conscription was confirmed.
In addition, Nikitin said that such prosecutor's checks are bearing fruit. For example, following the spring conscription, 12 criminal cases were initiated and investigated against officials, more than 200 people were brought to various types of liability. The conscripts themselves, about 17 thousand young people, were also brought to administrative responsibility. On the facts of evasion, 87 people have already been convicted and another 200 are awaiting their fate. A fight is being waged with offices that offer their services on the slope of the army.
According to the Ministry of Defense, following the results of the spring conscription, 6 thousand conscripts did not appear after the summons were handed over to them, more than 10 thousand did not notify the military registration and enlistment offices about the change of place of residence and more than 100 thousand evaded receiving summons.

The quality of the conscript contingent also leaves much to be desired, the "demographic hole", although it does not have a strong influence on the number of conscripts, but seriously affects the health and physical development of young people and causes serious concern among military officials. According to the same Smirnov, 65% of young people sent to the troops for military service have "good health", but cannot serve in regime units for one reason or another, and the remaining 35% are generally released from service or receive deferrals. spend about 100 million of their own money on special diets for underweight soldiers.
