So it became interesting, what kind of “abyss” and “devastation” are we talking about?
1995 year. The nuclear submarines K-157 Vepr and K-257 Samara were accepted into the Navy. One diesel-electric submarine of the Varshavyanka type was built for export to China.
1996 year. Laid down the lead strategic submarine missile carrier pr. 955 "Borey" ("Yuri Dolgoruky"). Built "Varshavyanka" for the Iranian Navy.
1997 year. The nuclear submarine K-150 "Tomsk" was accepted into the Navy. Laid down for the lead diesel-electric submarine of pr. 677 "Lada". In the same year, two export "Varshavyankas" were built (including the now deceased Indian "Sindurakshak").
1998 year. The heavy nuclear missile cruiser "Peter the Great" was accepted into the fleet. Another export diesel-electric submarine of the Varshavyanka type was handed over to a foreign customer.
1999 year. The large anti-submarine ship "Admiral Chabanenko" was accepted into the fleet.
year 2000. Two destroyers built according to the export project 956-E ("Hangzhou" and "Fuzhou") were transferred to the Chinese naval forces.
year 2001. Laid down the lead corvette of project 20380 (“Guarding”). The nuclear submarine K-335 "Gepard" was accepted into the fleet.
2002 year. No noticeable events happened.
2003 year. The second corvette of project 20380 ("Smart") was laid down. The patrol ship "Tatarstan" was accepted into operation.
2004 year. Laid down for the strategic submarine missile carrier K-550 "Alexander Nevsky" and the first landing ship, project 11741 ("Ivan Gren").
2005 year. A corvette of project 20380 ("Boyky") and a diesel-electric submarine of project 677 (B-586 "Kronstadt") were laid down. The destroyer pr. 956-EM ("Taizhou") was handed over to the Chinese naval forces.
2006 year. The strategic submarine missile carrier K-551 "Vladimir Monomakh" and the lead frigate of project 22350 ("Admiral Gorshkov") were laid down. The corvettes "Steady" and "Perfect" were laid down. The next destroyer, project 956-EM (“Ningbo”), was handed over to the Chinese naval forces.
2007 year. No noticeable events happened.
2008 year. The corvette "Guarding" and the experimental diesel-electric submarine B-90 "Sarov" were accepted into the Navy. New ships were not laid down that year.
year 2009. A nuclear submarine of the Yasen-M project (K-561 Kazan) and the frigate Admiral Kasatonov were laid down.
2010 year. Laid down was the lead frigate of Project 11356 (“Admiral Grigorovich”) and the diesel-electric submarine B-261 “Novorossiysk”. The diesel-electric submarine B-585 “Saint Petersburg” was commissioned.
2011. The frigate “Admiral Essen” and the diesel-electric boat B-237 “Rostov-on-Don” were laid down. The corvette "Soobrazitelny" was accepted into the fleet.
year 2012. The frigate project 22350 (“Admiral Golovko”), the nuclear submarine missile carrier “Knyaz Vladimir”, the diesel-electric submarine B-262 “Stary Oskol”, the corvettes “Loud” and “Thundering”, the frigate “Admiral Makarov” were laid down.
The patrol ship "Dagestan" was accepted into the fleet.
year 2013. The transfer of two strategic submarine missile carriers pr. 955 Borey (Yuri Dolgoruky and Alexander Nevsky) took place. The Boikiy corvette was accepted into the fleet.
The frigates Admiral Isakov and Admiral Istomin, the corvette Provorny, and the multipurpose nuclear submarine K-573 Novosibirsk were laid down.
In the same year, the Indian Navy was transferred to the aircraft carrier "Vikramaditya" (subjected to a global modernization of the aircraft carrier "Admiral Gorshkov").
year 2014. The fleet adopted two nuclear submarines (the multipurpose Severodvinsk and the strategic Vladimir Monomakh), two diesel-electric submarines and the Stoyky corvette.

But this does not happen often. Too infrequently not to pay attention to it. A suspicious imbalance arises - about 40 laid down warships in the period 2001-2015. and only 15 commissioned, despite the fact that most of these fifteen were laid down at an even earlier period (the Severodvinsk nuclear submarine was laid down in 1993, the Dagestan patrol boat was unfinished since 1991, the head Borey was laid down in 1996, the history of the head "Lada" also began in the nineties).
Even the most modest and relatively simple in design, ships rust at the outfitting walls for a whole decade. We need to seriously work on this.
The moment of the bookmark says little about it. Put the mortgage section on the slipway and fasten the copper plate - work for a day. But no one knows how long it will take to complete the ship, saturate it with weapons and equipment, followed by testing all systems for operability and compatibility.
It is for this reason that the commissioning of one nuclear-powered cruiser "Peter the Great" could surpass the entire line of modern corvettes and frigates in terms of costs and labor intensity. 250 meter giant, twenty six thousand tons. Two S-300 anti-aircraft systems, two reactors and a reserve KTU on conventional fuel, eleven radars, the total ammunition load is over 300 missiles for various purposes. It costs a lot. And then they will complain to us about the complete impotence of domestic shipbuilders, who seem to have done nothing for the past two decades.
So what is this dispute about?
If we evaluate the number and quality of the ships being commissioned, their size, armament and the capabilities of their electronic systems, then it will turn out to be literally the following. The possibilities of Russian shipbuilding did not disappear anywhere and reappeared. For all 25 years, they have always been at about the same level. “Bursts” of activity were replaced by short periods of calm, and everything was repeated again. Ships were built at all times. For example, the legendary Kursk nuclear submarine was built in just two and a half years (1992-94).
Finally, it is worth remembering that along with ships for the Russian Navy, our shipbuilding industry managed to build a whole range of warships for export, incl. (in addition to those listed in the table) six missile frigates for the Indian Navy, two patrol ships for Vietnam and 15 submarines. Excluding work on the modernization of previously supplied weapons! For example, all Indian submarines, one after the other, underwent modernization with the installation of new hydroacoustics and rearmament on the Kalibr cruise missiles (export version of the Club-S, since the “Calibers” began to be exported five years earlier than they were seen in the domestic fleet).
And after such a gigantic amount of work done, naive exclamations are heard about the loss of experience in building warships, the lack of qualified personnel and the shipyards themselves.
The navy itself did not disappear anywhere either, the sailors day after day carried out combat service in the vastness of the oceans.

So there has never been any “abyss” from which we supposedly have to get out. The Russian fleet has always existed, regularly conducting exercises and performing combat services in the ocean. And he regularly received new ships to replace the decommissioned obsolete units, in order to maintain his required numerical strength.
