The naval forces of Turkey dominate with their strike capabilities of the forces of the near zone over the navies of any state of the Black Sea basin. Today, only one salvo of anti-ship missiles "Harpoon", "Penguin" and "Exocet", the Turkish Navy's naval grouping is approximately 3-4 times greater than the salvo of missiles "Basalt", "Mosquito", "Malachite", "Termit" and "Rubezh" ships of the Black Sea Fleet of the Russian Federation. The Turks are capable of carrying out hidden mine laying with the help of submarines both on the approaches to the straits and near the bases of the Black Sea Fleet. Given the rapid improvement of systems like the Aegis, and the construction of frigates of the TF-2000 project, the effectiveness of the Black Sea Fleet's use of the resource of strategic aviation used to cover combat operations at sea is questionable. There is no admission against scrap, except scrap, folk wisdom says. Russia will be able to prevent the penetration of the ships of the strike expeditionary formations of a potential enemy into the Black Sea if it concentrates on the development of anti-missile, anti-ship and anti-submarine weapons.

Today the Russian Federation has all the prerequisites for the renewal of the Black Sea Fleet. First of all, by foreign policy decisions, which was confirmed by the prolongation of the stationing of the Black Sea Fleet in Sevastopol until 2042. Taking into account the political factor, it is necessary to take a different look at the capabilities of the shipyard in the city of Nikolaev, which has experience in building aircraft-carrying ships and anti-submarine cruisers in order to modernize the Black Sea Fleet. First of all, this would save them from buying the exorbitant French helicopter carrier Mistral, which will be handed over to the Russians without electronic devices for the combat control systems currently used in the NATO Naval Forces.

The annual mortgaging of one surface ship and one submarine for the Black Sea Fleet should become not a "commander-in-chief" announcement for the media, but a routine. In this it is necessary to learn from the Turks, who strictly adhere to the principle of simultaneous decommissioning and entry into the naval formation of a combat unit - "ship to ship". As you know, the Russian military-political leadership of the country by 2020 decided to build 15 frigates and diesel-electric submarines for the Black Sea Fleet in a 60/30 ratio. These are, first of all, diesel-electric submarines of project 677 "Lada" - "Kronstadt" and "Sevastopol", which should become part of the fleet in 2013 and 2015, respectively. On these submarines, a new type of hydroacoustic coating and a new propeller electric motor should compete in noiselessness with the Turkish submarines of the German-British project 214/1500. In 2011, the Black Sea Fleet expects the Project 22350 Admiral Gorshkov frigate with the Medvedka-2 anti-submarine missile system, eight 3M55 Onyx anti-ship cruise missiles, the Uragan medium-range air defense system and the Ka-27 anti-submarine helicopter. Such a ship will be able to compete with the TF-2000 frigate if the Russian systems of reconnaissance, target designation, combat control and navigation, that is, everything that NATO allies do not allow the French to transfer together with the Mistral, will reach the modern, "digital" level. Only under such conditions will Russia be able to catch up with the Black Sea Fleet in the next fifteen years.
