Recently, more and more words have been heard that the number of those wishing to pay their debt to the Motherland as a conscript service among young people is steadily decreasing. Already, it seems, the service life was reduced to just a year, and the funding of the army was increased, and the units were almost staffed with contract soldiers, who, according to representatives of the Ministry of Defense, should teach the mind to mindless recruits, who still cannot be lured into the army. Someone acquires "fake" certificates about their unfitness for combatant, someone makes acquaintances among the members of the draft board, solving issues of the usual "dacha on the paw." Someone is simply hiding in the vastness of our vast country until he happens to celebrate his 28th birthday.

In this regard, Russian military registration and enlistment offices often turn into real detective agencies in order to try to fulfill the draft plan. And what tricks just do not go to the officers of the military commissariats to literally lure the guy into the nets. All this becomes more like a real bounty hunt for future conscripts.

Let's look at specific examples of how this hunt takes place today. As old man Darwin said in his time, the development of any species lies not only in its heredity, but also in variability in order to resist its opponents. This evolutionary law works today in the conscription system of the Russian Federation. According to him, some are looking for a way to hide from the eyes of "predators in uniform", others are using more and more new methods of their "hunting".

So, recently, information appeared in the media that the Russian military department plans to finance military registration and enlistment offices in order for the draft commissions to use SMS mailing. This, according to the Ministry of Defense, will help increase the number of those wishing to serve in the army, since everything that is supposedly connected with mobile phones, gadgets and other technical innovations attracts young people. You can imagine how a guy, being in a nightclub, suddenly receives an SMS with the following text: “Citizen Petrov, you are already 18, which means that today at 6:00 am you are expected at the district military commissariat of the city of N. A big request not to be late !"

Concerning the so-called SMS-agenda on the Internet, a serious discussion has already flared up. Opponents of this practice say that the conscript at least signs for the paper summons, which means that he is responsible for not showing up at the recruiting office at the designated time. You can simply erase the SMS, and then go and prove that the officers of the military registration and enlistment office really sent an electronic summons to a certain phone number. There are also critics among young people. They ironically say that you can send summons using the Odnoklassniki website, as well as Facebook or Vkontakte. However, for this, the military will have to try not to be included in the black list, or even better, so that the entire draft board is added “as a friend”. Yeah! It looks ridiculous … You can even imagine a group of officers and warrant officers who sit in the military registration and enlistment office and send everyone according to the approved list of SMS messages, adding smiles at the end with a smile if the connection is established, and a grimace of displeasure if the subscriber's phone is not available all the time.

But SMS ideas are an innovation from the Russian Ministry of Defense. And while it is in its infancy, the military enlistment offices themselves need to take care of the implementation of plans. So, according to the statements of representatives of the KSM (Committee of Soldiers' Mothers), it was established that the military registration and enlistment offices of some Russian regions for some reason consistently fulfill the recruitment plan, while others, again, for some reason, cannot solve it even by 70%. KSM decided to analyze what was the matter. It turns out that there are "bright minds" among our current military personnel who have developed a whole system of work with "volunteer graduate students" and "volunteer students of universities." According to this principle, the employees of the military registration and enlistment offices, by hook or by crook, are forcing young people studying in universities to sign papers stating that they themselves allegedly agree to refuse the granted deferral. At the same time, the parent committee drew attention to the fact that such signing is often even encouraged by some representatives of universities. Is it possible that the military registration and enlistment office has decided to share with the leadership of some higher schools prizes for an excellent call …

To this, representatives of the military department declare that they only take into the army those who not only voluntarily signed the corresponding paper (whole poems can be written on the voluntary signing of papers in Russia), but also studied at higher educational institutions that simply did not pass accreditation. And if there is no accreditation, then the delay becomes impossible.

There is one more way to increase the number of conscripts into the ranks of the armed forces. This method can be called the classic Gogolian when it comes to those very imperishable "dead souls." Here the situation is the same as with the recent population census, when the same conscript is counted twice, or even three times. At the same time, paradoxically, he can serve in several parts at once. In case of a check, the leadership of the military unit has a whole legend that the soldier is on vacation and is currently sent home on leave. Surprisingly, as a result of total corruption, even such numbers are held. And if so, then it turns out that the size of our army is actually much lower than what appears in the statistical reports. And this is already a direct threat to the country's security, whatever one may say.

As a result, we can say that, as in all times, often the essence of any business in Russia is not about getting a real result, but about concocting a suitable report for the management and getting the bonuses due. These are bonuses for “active work for the good of the Fatherland”.

Needless to say, the hunt for recruits is in full swing, with varying success, but with an equally positive result, reflected on paper.
