On the other hand, almost all defense industry enterprises are engaged in international contracts. Yes, there is a lot of money. But for some reason this money does not reach modernization projects. Former (until 2000) Chief of Armament of the Armed Forces, Deputy Head of the RSPP Commission on the Defense Industrial Complex, retired Colonel-General Anatoly SITNOV, in an interview with Arguments of the Week, announced the approximate number of kickbacks to officials - 23 trillion rubles! The chief military prosecutor agrees that every fifth ruble from the state defense order disappears into the pockets of officials. And the market, inquisitive mind has developed such a remuneration scheme at state enterprises that 70% of income is a bonus. And bosses give it based on the personal contribution of each employee. Guess who contributes the most? The prize is given once every six months, and in these six months a person suffers SUCH humiliation that serfs never dreamed of. And then it turns out that from the amount that is given out, you still need to give cash to the boss (so as not to spoil the statistics). As a result, for example, the Novosibirsk defense industry (NPO Luch and NPO Sibselmash) are preparing to cut the number of jobs, which could lead to strikes. In the same Novosibirsk, at the plant where the excellent Su-34 aircraft is produced, qualified engineers, technicians, technologists receive wages 2-3-4 times less than at other plants.

Here another question also arises: Polytechnic education in our country has become very much simpler. The management of the MAI, for example, gave up on training engine engineers for the defense industry, citing the fact that most of the best graduates go to America, to Israel. All the rest receive a diploma only because of the prestigious brand. Those. for whom to keep the educational bar high. It turns out now that there is no need to expect an influx of good specialists into the defense industry. The vocational school system was practically buried. And who of the youth will go into the unknown. Everyone wants easy money and immediately.

After all, always in our history, and not only ours, the defense industry has been the locomotive of progress. It was in the defense industry that the most daring decisions were developed. It was in the defense industry that the minds of great scientists were polished.

It is in the defense industry that there are a lot of really high-quality jobs. The country's leadership understands the importance of the defense industry for the country. It is no coincidence that both the president and the prime minister have recently said a lot about improving the state defense order. However, without systemic measures of influence in the direction of modernizing the defense industry, the situation cannot be corrected. You just need to remember the history. How could the staff of the chief of armaments of the Ministry of Defense and his specialists be reduced and entrust the armament of the army to a woman? I would like to believe that this problem will also be resolved.
