Once again, the heavy burden of the state defense order is stuck in the viscous quagmire of domestic reality. Deputy Prime Minister Dmitry Rogozin reported about this slippage to the top management, saying that the deadline for concluding 100% of state defense order contracts for 2012 would have to be postponed from April 15 to a more distant date. It was previously planned that mid-April will be the time when the Russian Defense Ministry and arms manufacturers in Russia will conclude all contracts for the supply of new types of weapons, and these contracts themselves will be systematically implemented in the near future.

However, there is no talk of any implementation of the 2012 state defense order again, because they cannot bring their accounting department to acceptable values either in the defense department or in production associations - they cannot come out, as the Government says, to an acceptable pricing formula.

Dmitry Rogozin said that the most depressing situation is observed in such areas as aircraft construction and the naval complex. It turns out that the money allocated from the state budget is sadly lying in the accounts of the Ministry of Defense again and cannot be used in any way. And if so, then the situation since the time when President Medvedev promised to "fire in batches" for disrupting the state defense order (last autumn) has not gotten off the ground. True, Dmitry Rogozin, who oversees this industry, says that some progress in the implementation of the rearmament of the Russian army is still taking place and the state defense order-2012 is being implemented “in general more positively” than the GOZ-2011.

What, then, prevents enterprises from starting profitable work? Maybe outdated equipment? So here it is worth recalling that for the next three years the state has dispatched almost 0.5 trillion rubles from the treasury in order to re-equip the defense enterprises themselves in order to increase the level of their work efficiency. This is the first thing. Secondly, the state actually directly (we will not consider the Ministry of Defense of the Russian Federation as an intermediary between the federal budget and production workers) finances production associations, providing them with long-term orders, an increase in the number of jobs and an increase in wages. But if so, then for what purpose, the performers begin to enter into an argument with the Ministry over the "shortage" of funds? One gets the impression that someone continues to lead the Russian taxpayers by the nose, stating that the parties, you see, cannot come to an agreement with each other.

But if the Ministry of Defense of the Russian Federation actually made full-fledged financing of production facilities and personnel employed at these facilities, then what reservations could we speak of? After all, it is no secret that without a state defense order, many of those enterprises with which the military department is going to conclude contracts, to put it mildly, do not have such financial potential to dictate terms to their customers. Well, unfortunately, we do not have full-scale competition on the industrial market, when it was possible to choose a performer from a group of customers, and a customer from an army of performers. It turns out that contracts are not concluded for subjective reasons. And there may be several such subjective reasons. This is either notorious corruption, or a banal unwillingness to do serious work, or, which is very likely, both the first and the second.

A few months ago, we were asked to clarify this option: Defense Minister Anatoly Serdyukov simply cannot cope with the state defense order alone. This allegedly distracts him from reforming the army. To revive the situation with the signing of contracts, a whole Deputy Prime Minister was appointed - Dmitry Rogozin. Today it turns out that even this may not be enough for the phased implementation of plans for the rearmament of the Armed Forces. Are we really waiting for the creation of a new ministry, which will deal exclusively with the implementation of the state defense order?.. The prospect is more than dubious.

But if neither Serdyukov nor Rogozin can move the cart off the ground, it means that either you need to add a third to them, which also cannot guarantee serious progress (judging by the fable of I. A. Krylov), or leave one and ask only one … After all, as you know, in our country it is like this: if several people are responsible for the case, it means that no one is responsible for the case. The blame will be shifted from one person to another until the idea is simply given up.

One can, of course, say that Rogozin did not justify the hopes placed on him, but such conclusions are too premature. It's not such a long time that he has been dealing with this painful problem in order to solve everything overnight. Yes, and briskly starting his path in the Government, Dmitry Rogozin, obviously, did not expect that in the implementation of the state defense order he would literally have to wade through sabotage and unravel openly corrupt schemes. If the system is tied to a lot of money, which is profitable for someone to scroll on the accounts, then even the deputy prime minister's status may not help here. Why is there a deputy prime minister. We can also release presidential decrees on the brakes … Apparently, today a certain hour X comes for Rogozin, when "either he or him." And it is obvious that if the epic with the postponement of the state defense order continues, it means that the words about the 23 trillion planned for the implementation of plans for the complete modernization of the Russian army by 2020 may remain just words on beautiful stamped paper.

Maybe May 7 will give some impetus to the parties, which, you know, are in no way ready to come to an agreement …
