“If the number of conscripts in the total figure is public information, given the fact that it is indicated in the decree issued by the President of the Russian Federation, then the figures for each separate military district are classified information. In the event that they are announced during press conferences in the districts, then only in a limited, generalized form, rounded, as a rule, in the direction of increasing, because of this, then some discrepancies arise. According to data published in the media, 25,000 people were drafted in the Southern Military District, 102,000 in the Central, 93,000 in the Western, and 18,000 in the Eastern. That is, the total number is 238 thousand.
The military very much hope that the changes that have taken place in the structure and organization of conscription for military service will have a positive impact on the mood among young people, on the attitude of young guys to the army. In particular, as the head of the GOMU, General Smirnov, said, more than 60 percent of young people this time went to the army "with positive motivation." And among those citizens who today are called up for service, no one openly declares their lack of desire to enter military service. At the same time, according to the head of the GOMU, while there is an unresolved and long-standing problem associated with the recruitment of the Armed Forces - the deviators. There is no way to reduce the number of young people who refuse to serve. There are fewer of them than in the same fall of 2010, but not much. Today, there are practically the same number of draft deviators as those called up for military service - about 200 thousand. In most cases, these are guys who are deliberately removed from the military registration at their place of permanent residence at a certain time before the call-up and disappear in an unknown direction, while nowhere else they do not become temporary registered, and accordingly it is not possible to hand them a summons.
