Any university student who studied in an unaccredited specialty can now thunder into the army. Now the Ministry of Defense has begun recruiting even those students who were previously given the opportunity to complete their studies.

The other day, 16 senior students of the Vladimir State University (VlSU) received a call to the military registration and enlistment office to pass the draft board, after which they will have to go to serve. This news came as an unpleasant surprise for them, as the guys were sure that they had a deferment from the draft. They would have had the legal right to finish their studies, but only if they entered the specialty with state accreditation. But all these 16 students studied in the specialties that were opened at the university in 2006. The university simply has not yet had time to go through the procedure for their accreditation.

Accreditation is an official confirmation of the compliance of training with state standards. Rosobrnadzor can accredit a particular specialty of a university only after the first graduation in it - as a rule, five years after its opening.

As Trud was told at the Vladimir State University, most of the specialties at the university have long been accredited, and only 15 educational programs are still waiting for this procedure, which should be completed in the summer of 2011.

Among the new specialties of Vladimir State University, for example, "software and administration of information systems", "metrology, standardization, certification", "chemical technology and biotechnology", "photo optics and optical information technology". Most of the students who are now going to be sent to the army studied according to them.

The right to call up children studying in non-accredited specialties is provided for by the federal law "On military duty and military service." But until recently, military registration and enlistment offices usually met the students halfway and allowed them to calmly finish their studies, and the Ministry of Defense did not use this opportunity to increase the number of recruits.

According to experts, the military remembered them because of the dramatically aggravated shortage of conscripts this year. Over the past two years, the annual conscription into the troops has amounted to 550 thousand people, which is twice as much as in previous years. At the same time, the Ministry of Defense officially announced that in the near future the conscription figures will increase even more.

At the same time, analysts say that at the expense of students in non-accredited specialties, the military is unlikely to be able to significantly patch up the gaps in the recruitment of military units. “We can talk about 2-3 thousand young men all over the country,” said Vasily Zatsepin, an expert at the Military Economy Laboratory at the Institute for the Economy in Transition.

“The Ministry of Defense rather demonstrates its determination to take all conscripts in a row, than really needs to call up the students who have not completed their studies,” Sergei Krivenko agrees.

What to do if you receive a summons to the university

1. Apply with a letter to the head of the draft board. It is necessary to describe in detail the situation and talk about the circumstances of obtaining an education. Often the commission meets halfway.

2. Submit a claim to court. Those who entered before the time that the deferment for non-accredited specialties (2008) was canceled have a chance to win in court. Human rights activists say that in practice, the courts take the side of the students.
