Some time ago, the news came that it was planned to purchase a batch of Glock pistols for the special forces of the Russian Ministry of Defense. Two modifications of these Austrian pistols are subject to purchase, namely: Glock-17 and Glock-26. At the same time, purchases are carried out through an open auction through the automated trading system of Sberbank - ETP Sberbank-AST.
If we talk about the technical characteristics of this Austrian weapon, then most experts tend to call the Glock one of the best modern pistols, which have undeniable advantages over the products of other manufacturers (including domestic ones). The Glocks received the highest marks for their reliability, which is evident even when shooting under water. Unlike many other pistols, this weapon is capable of hitting a target under water (though at a distance of no more than 2.5 m) without blowing up the barrel and the danger of harming the shooter himself. This possibility is due to the use of special cartridges and a special percussion mechanism.
In addition, the Glock can fire after heavy pollution during a sandstorm.
Today, Glock-17 pistols are actively used by the armies of various countries of the world. If we talk about those countries that have already adopted such pistols, then in addition to Austria itself, many NATO countries should also be mentioned. They (pistols) are also used by the secret services of India, USA, Saudi Arabia, Mexico.
Due to the large scale of distribution and high reliability, the pistols of the Austrian manufacturer Glock are called "Kalashnikov pistols". The only drawback of this small arms is the possibility of cracks appearing on the frame and receiver at the time of use at temperatures below -40 Celsius, since the material from which they are made is polymer. Well, since even the Russian special forces of the Ministry of Defense, whose representatives speak quite flatteringly about Glock small arms, rarely have to operate at such low temperatures, it was decided to start purchasing these very well-proven pistols.
By and large, the choice of the Ministry of Defense here (well, unlike the French Mistral helicopter carriers or the Italian Iveco armored vehicles) did not cause any particular complaints from specialists. Unless, we were talking about the fact that it would be nice to establish the production of domestic high-quality pistols for the needs of special units. Much more serious in their intensity questions were caused by the publication of orders for these weapons on the Web, or rather the price of the issue.
The customer of the weapon, which was Rosoboronpostavka, during the preparation of the auction, determined the price of the contract in the amount of 66846780 rubles. for 318 Glock-17 pistols and in the amount of 4,586,400 rubles for 24 Glock-26 pistols. The order was placed on October 8th. At the end of October, the acceptance of bids for tenders should be completed, and on November 5, a direct auction will be held between those companies whose bids were reviewed and approved - with the determination of the company that will supply the pistols for the Ministry of Defense. The indicated amounts in the order are indicated as both initial and maximum. It turns out that it is for such amounts that it is planned to purchase the small arms in question.
If we carry out simple mathematical calculations, it turns out that the average price of a Glock-17 pistol according to this "estimate" is 210,210 rubles, and a Glock-26 pistol is 191,100 rubles. The average price of such a weapon from the manufacturer itself is no more than 20 thousand rubles, the price in Russia, taking into account the mark-ups of intermediaries, does not exceed 60 thousand rubles. That is, the prices in the order are overstated, at least 3-4 times. And this suggests that state money for the next batch of purchases can simply be plundered. Or, as they say, money will be spent ineffectively.
It should be borne in mind that Glock pistols are also collected in Russia. They are engaged in the assembly of such pistols (most often we are talking about the production of sports modifications) at the facilities of the ORSIS enterprise in Moscow. The implementation of these weapons is carried out by the Promtechnologii company, which works under a contract with the Austrians.
An interesting fact is that the situation with the price of public procurement acquired the greatest degree of intensity after bloggers drew attention to the amount. One of them is such a person as a representative of the RosPil movement Andrey (Ipasserby). After its publication, the well-known Alexei Navalny also seized on information about the "golden" "Glocks".
He did not confine himself to spreading information that someone in the Ministry of Defense (or in another Russian department) is going to make good money on the purchase of small arms for special forces, but put forward a version about who exactly can warm their hands on state purchases. According to Navalny, the son of Dmitry Rogozin, Alexei, can make money. Navalny claims that Alexei Rogozin was for some time the deputy general director of the very same company "Protekhnologii", which signed a contract for the sale of "Glocks" assembled in Russia. The charge is serious, and Rogozin Sr. could not pass it by.
The Deputy Prime Minister decided to answer Navalny in the same vein, in which he actually accused his son of the opportunity to cash in on government purchases for the Ministry of Defense, that is, via the Internet. If Navalny announced the possible conclusion of a contract with Promtekhnologii in his LiveJournal, then Rogozin decided to give an answer via Facebook. We present an excerpt from Dmitry Rogozin's publication - a response to Navalny's accusations about the possible affiliation of the Rogozin family with respect to the purchase of Glock pistols for the main military department (the text is quoted without correction "VO"):

1. The agency Rosoboronpostavka subordinate to the Ministry of Defense declares its readiness to purchase Glock pistols for the army special forces. The announced price raises questions from the Military-Industrial Commission under the Government of the Russian Federation and the Rosoboronzakaz service subordinate to it. The price validation check begins. (By the way, from January 1, 2014, pricing issues for military products will be regulated by the new law on state order orders, and the situation should radically improve). In addition, it should be borne in mind that all cases of the purchase of foreign arms and military equipment are considered individually at the meetings of the relevant interdepartmental working group, headed by my 1st deputy I. N. Kharchenko. I hope everyone knows my attitude to foreign purchases.
2. A week after the start of the check, this post of Navalny appears, where he casts a shadow on my reputation along the way. At the same time, he writes about my "employed" son Alexei, as a little bit interested in this deal.
3. Answer: Alexey Rogozin did not "find a job" in the "Promtechnologii" company, but participated in 2010-2011. in its creation as a deputy director. As a result, a private production of ORSIS high-precision weapon systems appeared in Russia, with these sniper rifles our athletes have won the corresponding world championships for the second year already. At the same time, neither I, who was Russia's ambassador to NATO at that time in Brussels, nor my son were shareholders of this company, which is not difficult to verify.
4. After my appointment on December 23, 2011 to the post of Deputy Chairman of the Government of the Russian Federation, responsible for the military-industrial complex, at a family council my son and I made a difficult decision about the need for him to leave his native enterprise, so as not to give any reason to talk about "conflict of interest" (which, by the way, did not stop Navalny's cynic). Soon, the son and his family left Moscow and went to the Tula region, where he was invited to work at the Aleksin chemical plant as a deputy executive director. He got the plant in "wonderful condition" (you can see it in the photo). The production of gunpowders has long been stopped. Releases paints and something else. All in debt like silks. The former director is under investigation.
But the guy was not embarrassed, and every day he works hard to revive this neglected production, by the way, which has no defense value, and, therefore, does not even have KirovLesRospila's relationship with the "defense deputy prime minister." But the scoundrels who are accustomed to shouting "Stop the thief!", This again does not bother.
There are other points in Rogozin's answer, but the most important thing is stated here. At the end of the post, Rogozin writes that he was discouraged from responding to Navalny's accusations, but he still decided to answer.
What conclusion can be drawn from the Deputy Prime Minister's publication? The conclusion that the price of pistols, which was determined by officials of Rosoboronpostavka, did not initially suit the military-industrial complex under the government of the Russian Federation. That is, Dmitry Rogozin himself did not suit either. That after the adoption of the new law on the state defense order, pricing will be more transparent. But the point is that by January 1, 2014, the contract for the same Glocks will have already been signed. Information about the order can still be found on the public procurement website in the public domain (and if you can find it, then, therefore, someone is satisfied with such prices for pistols).

If the representatives of the Military-Industrial Commission under the Government of the Russian Federation are not satisfied with the cost of orders placed by Rosoboronpostavka, but orders are still “hanging” on the Web, then either there is some dubious role in the military-industrial complex under the government, or this very Rosoboronpostavka (Federal agency for the supply of weapons, military, special equipment and materiel) is an organization that is able to determine the price of weapons based solely on the personal assessments of its employees. And if the assessments are purely "personal", then already the competent authorities should pay attention to the work of this department, well, if this department is generally "tough" for us …
