On December 19, for the third time in modern history, the Ministry of Defense held a Single Day for the Acceptance of Military Products. The purpose of this event was to summarize the results of the production and supply of weapons and equipment in the fourth quarter of 2014. Since July of this year, the military department has been holding Unified Acceptance Days, which allow not only to update and modernize the armed forces, but also facilitate the coverage of these processes in the media. This time the President of Russia Vladimir Putin was present at the Single Day of Acceptance of Military Products. The venue for the event was the National Defense Management Center of the Russian Federation.
As part of the Single Acceptance Day, a video conference was held, during which representatives of the Ministry of Defense reported on the successes of the military department and industry, and also spoke about the acceptance of certain products transferred by the industry. An important feature of the December day of acceptance was the fact that the leadership of the country and the Ministry of Defense summed up the results not only of the last quarter, but also of the entire ending year.
One of the main events of recent months has been the commissioning of the new National Center for Defense Management (NTSDO). The center was created to carry out a number of tasks directly related to the command of the armed forces. The tasks of the NTSUO are to analyze and forecast the situation in important areas, coordinate the actions of various structures and organizations involved in ensuring the security of the state, as well as control the armed forces or groups, both interdepartmental and international.
The results of the 4th quarter of 2014 in terms of the supply of weapons and military equipment were announced in his report by Deputy Defense Minister Yuri Borisov. The main topic of his report was the specific figures of deliveries to certain types and branches of troops.
Over the past few months, the ground forces have received 48 units of new armored vehicles of several types and 502 vehicles of several models. Two divisional sets of the S-300V4 anti-aircraft missile system were transferred, as well as 64 air defense systems of other types. In addition, the ground forces began to operate one brigade set of the newest Verba MANPADS. 64 unmanned aerial vehicles received. The arsenals of the ground forces were replenished with 800 thousand ammunition for various purposes.
In addition to the supply of new weapons and equipment, the defense industry carries out planned repairs and modernization of the existing material part. For the 4th quarter, the ground forces received about 10 thousand units of repaired vehicles, as well as 233 armored vehicles of various types. Also, 13 air defense systems, 41 electronic warfare systems and 155 communication units were repaired.
During the reporting period, the Air Force received 21 aircraft and 38 helicopters of several types. In addition, the Air Force now has 2 regimental sets of S-400 anti-aircraft systems and 41 radar stations. More than 8 thousand units of ground support equipment and more than 9 thousand ammunition of various types have been delivered.
The volume of repairs to the Air Force equipment is as follows. 53 aircraft and 5 helicopters were repaired. Also, 147 aircraft engines and 320 units of aircraft weapons were repaired.
The combat strength of the navy for the 4th quarter was replenished with 6 ships and boats of several types. A few days before the single day of acceptance, the project 955 Borey nuclear submarine was handed over to the fleet. The fleet received 21 support vessels, and the naval aviation now has 10 new aircraft. Also delivered 22 radars.
In the 4th quarter of 2014, the Strategic Missile Forces received 5 new ballistic missiles and 98 units of various weapons that are part of the missile systems. The latest deliveries made it possible to complete the completion of the Yars silo and mobile ground-based missile systems.
The Aerospace Defense Forces received two launch vehicles and two booster blocks, as well as one new spacecraft.
The supply of weapons, equipment and various means to the air force continues. The Airborne Forces received a divisional set of "Verba" MANPADS and 900 new sets of landing equipment. In addition, 35 armored vehicles and vehicles were repaired and modernized.
Completed deliveries allow us to speak about the successful implementation of the State Defense Order for a number of important items. The deliveries of anti-aircraft systems, unmanned aerial vehicles, weapons of the Strategic Missile Forces and a number of other equipment and weapons have been completed in full.
Yuri Borisov named the general pace of rearmament of the army, taking into account the results of the implementation of the State Defense Order-2014, including deliveries of the last quarter of this year. The share of new weapons and equipment in the aerospace defense forces, in the navy and in the strategic missile forces has already exceeded 40%. From this, the Deputy Minister of Defense draws a very optimistic conclusion: the required achievement of the share of new weapons and equipment (by 2016 it should be 30% and 70% by 2020) will be fulfilled.
The deputy minister also raised the issue of the quality of the supplied equipment and weapons. So, in 2011-2012, there was 1 complaint from the military department for every 10 guaranteed products. In 2013, this indicator changed for the better - 1 claim for 13 products. In 2014, 1 complaint fell on 14 products. The reason for such an increase in product quality is called a change in the system of work of military missions at enterprises, as well as the renewal and modernization of the defense complex.
Within the framework of the Single Day of Acceptance of Military Products, several reports were made from defense enterprises and from garrisons. These reports were held via videoconference. Thus, the representative of the Rostvertol plant, Pyotr Motrenko, reported on the completion of construction and testing of the next batch of Mi-28N helicopters. The vehicles have passed the entire range of checks and are ready to be sent to the duty station.
Kazan aircraft plant reported on the completion of the repair and modernization of the next strategic bomber Tu-160. The quality of the work was confirmed during the tests. The plane is ready to return to its airfield. The Kazan aircraft plant is actively involved in the repair of long-range bombers. So, in recent years, 9 strategic Tu-95MS and 9 long-range Tu-22M3 have been repaired.
The Commander of the Air Defense and Missile Defense Command, Major General Andrei Demin, reported on the deployment of another anti-aircraft regiment armed with the S-400 air defense system on combat duty.
Several new Voronezh radar stations, which are part of the missile attack warning system, have been transferred to the "combat operation" mode. Stations in Barnaul, Yeniseisk, Irkutsk and Kaliningrad took over duty.
The head of the 4th Main Directorate of Spetsstroy Mikhail Tashlyk spoke about the completion of the construction of several naval facilities in Gadzhievo. The construction of the infrastructure for basing the latest underwater missile cruisers, including the pier zone facilities, has been completed. In total, this year Spetsstroy completed work on three facilities of the Pacific Fleet, four facilities on the Black Sea and six on the Northern.
Infrastructure construction was the main topic of the report by Deputy Defense Minister Ruslan Tsalikov. In the 4th quarter of 2014, 517 infrastructure facilities were accepted. 129 special military facilities were repaired: airfields, technical zones, training grounds, etc. In military camps throughout the country, 269 housing and barracks facilities have been repaired. Repairs were carried out on 82 housing facilities and 37 social infrastructure facilities. The volume of construction and repairs is noteworthy. So, for the 4th quarter, it was planned to commission residential and social facilities with a total area of more than 900 thousand square meters. m.
Defense Minister Sergei Shoigu summed up the performance of the defense industry and the military department in the 4th quarter and in 2014 as a whole. The result of their activities is an increase in the combat effectiveness of the armed forces, the creation of a new control system of the armed forces, a new level of supply for the army, an increase in the morale of personnel, as well as an increase in the prestige of military service among the population.
The last Single Day of Acceptance of Military Products sums up all deliveries in 2014. The announced figures clearly demonstrate the intention of the Ministry of Defense and Defense Industry to fulfill the tasks assigned to them. Recall that by 2020 the share of new weapons and military equipment in the troops should exceed 70%.
