The current Minister of Defense is, of course, an ambiguous figure, one can even say that during his leadership A. E. Serdyukov has become an odious figure for his department and the country as a whole. For what merits he suddenly turned from an absolutely civilian into the chief military specialist of the whole country remains a mystery to many.
Once in the post of head of the main military department, he began by deciding to change the uniform of servicemen, a budgetary 100 million rubles were allocated. which were successfully spent and the dressing up was postponed. And this was only the beginning, then continuous layoffs and resignations began, during his tenure as minister, Mr. Serdyukov changed the top military personnel by 70 percent. Having shaken up the cadres, leaving loyal ones, removing and alienating the critically-minded, the new minister decided to take up the reform of the Russian army. To begin with, footcloths and boots were abolished as permanent elements of military uniforms!
All the rest of the reforming, again, began to boil down to dissolutions, cuts and reductions, only one more new element was added, this is the optimization of all cash flows aimed at developing the reform in the same hands, it is clear whose hands.
According to the minister himself, the reform is aimed at optimizing the armed forces, and cuts are necessary to reduce the expenditure of budgetary funds, let there be fewer personnel, but it will be better trained, armed and staffed.
I would like to ask the question: "How will the staff be better trained?" reduced and groveling in front of those who can cut, fire, etc.
Serdyukov's stormy revolutionary reform activities are sharply negatively assessed by many military experts. First of all, it is precisely the reforms aimed at commercializing the army rather than increasing its defense capability and professionalism that are criticized; the military is also not satisfied with the amateurish and purely managerial approach to solving issues related to the country's security.
And the disrespectful attitude of the minister who allows himself to publicly, from the rostrum, curse the heads of his department at all does not stand up to any criticism. Some military radicals opposed to the reforms carried out by Serdyukov openly declare that these reforms will lead to a complete loss of the combat capability of the Russian army.
But this is most likely of little concern to the minister, he is more concerned with expanding and improving his ministerial apartments, ten billion rubles were allocated for the renovation of the ministry building, and this despite the fact that our reformer advocates for budget cuts.
It can only be hoped that the head of the military department, having created comfort and coziness for himself in his workplace, will nevertheless study military issues and increase his competence in this matter. Otherwise, future military failures, which only due to some miracle did not happen in Ossetia, the Russian army cannot be avoided.
