But the fantasies of the Serdyukov team, in its own way brilliant, which mainly consists of specialists in redirecting cash flows, extend much further.
Down with the shameful Soviet paraphernalia they decided and refused to provide the army with domestic cars. Gone are the days when UAZ cars came by order from the factory, and the drivers for them were trained in DOSAAF. People, understand - this is the Stone Age! Some kind of serfdom, honestly! And if so, then here it does not smell of civilized market relations.
Based on this, the Russian Ministry of Defense, whose leadership is thoroughly strengthened by civilian generals and generals with Harvard and similar education, is taking another step towards introducing market relations into the army. The Armed Forces are announcing a tender to provide a number of military units with rental cars with drivers. Probably, many of you thought about all the same eternal army Gazakh and Oise? Nothing like this! In recent years, the nature of wars has changed radically. Now they have all taken on a network-centric character. That is why the reflection of the aggression of any potential foe should be carried out at the modern level, say, at the level of the Skolkovo innovation project.
Now the Ministry of Defense of Russia, freed from the harmful influence of the professional military (who are mired in the mud of combat training), is solving logistics issues at a fundamentally new level for itself. That is why the list of rented vehicles includes Porsche Cayenne, Mercedes executive class, BMW and Toyota Land Cruiser equipped with four-zone climate control.
The total contract price is 10 billion rubles. The number of combat vehicles of the specified (representative) class provided under the contract is 553 pieces. Applications for participation in the auction are accepted from December 17, 2010. The name of the project can cause tears and pride for the patriotism shown by the Serdyukov team, literally: "Provision of road transport services for the needs of the country's defense and state security." These combat vehicles are intended for military units located in the most dangerous areas in Russia: Moscow, St. Petersburg, Sochi. For example, a luxury armored personnel carrier Toyota Land Cruiser should be presented in the following configuration: a CD / MP3 / WMA / DVD player with a 6-disc changer and a Bluetooth data transmission system, plus a voice control system. In addition, the Ministry of Defense has filed an application for three armored vehicles for the transportation of top personnel, the vehicles must be equipped with 4.5 liter engines and have a protection class of at least B6 / B7.
Such is the leap towards a new image of the armed forces. True, some of the skeptics say that renting a car, and even with a chauffeur, can be profitable if you need it for a couple of days, or at least a few weeks. If we talk about equipment that will be used for years, then it is always better to take it as property. However, Anatoly Serdyukov and his team understand that the invisible hand of the market is capable of regulating anything, first of all, of course, the level of income of top officials from the Russian Ministry of Defense.
Skeptics tend to believe that rented drivers are unlikely to defend the country outside of their working hours, and the cost of renting 553 cars with drivers is about 2.5 times higher than the average rental rates in the country. But what can you do, what sacrifices you make, for the sake of "ensuring the defense and security of the state"!
Arrogant skeptics may not open their mouths. Under the leadership of Feldwebel Serdyukov, the Russian army is on the verge of a fundamental level of modernization of the domestic armed forces, which fully corresponds to the spirit of Skolkovo. Now we can rent not only vehicles with drivers, but also military equipment with personnel. What will be bad if the Ministry of Defense announces a tender for the lease of a tank brigade with crews or, for example, a nuclear submarine with a crew. And, of course, it would be especially beneficial to rent strategic bombers with pilots from the US Air Force.
Tenders for the purchase of a regiment of MLRS installations equipped with CD changers or an air defense division of increased comfort, a squadron of fighters with leather pilot seats, etc. In the absence of such equipment in Russia, it is necessary to invite foreign owners of the ordered equipment to participate in the tender.
