Today (August 31), a surprise check of the combat readiness of the Armed Forces of the Russian Federation is being completed. In total, more than 100,000 servicemen of various types and branches of the armed forces took part in the maneuvers in various military districts. Units and formations of the Ground, Airborne, Aerospace Forces, as well as units and formations of the Russian Navy were involved in a surprise check.

The ship group of the Pacific Fleet, consisting of two small anti-submarine ships "Ust-Ulimsk" and "MPK-221", successfully conducted artillery and torpedo firing. In addition to the tasks of combat training, the Pacific Fleet's naval group performs the task of ensuring the safety of maritime navigation and maritime economic activities of the Russian Federation in the regions of the Okhotsk and Japan Seas.

As part of a surprise check of the combat readiness of the troops and forces of the Southern, Central and Western military districts, the newest frigate of the Black Sea Fleet "Admiral Grigorovich" successfully fired at naval targets in the training ground in the Black Sea. Artillery firing by the ship's onboard complexes was carried out at a towed sea target (sea shield).

Formations and military units involved in a sudden check of the combat readiness of troops (forces) of the Southern, Central, Western military districts, units of the Aerospace Forces and the Airborne Forces deployed field command posts, carried out measures for engineering equipment, camouflage, organization of protection and defense field basing areas. Practical shooting was carried out.

The scale is more than impressive. And even the usual American concerns this time turned out to be somewhat confused by the fact that NATO Deputy Secretary General Alexander Vershbow stated "the possibility of Russia conducting exercises on its territory without warning partners." True, Vershbow called such a possibility for Russia "a gap in OSCE legislation." But these are already the problems of Vershbow himself, the OSCE and NATO, which have recently come out of a state of tight concern extremely rarely and painfully …

Against this background, in the media environment and social networks of the Russian Federation, questions began to be actively discussed regarding the fact that the civilian component was also involved in the sudden inspection. First of all, we are talking about involving various structures in the audit - executive authorities, regional authorities and defense industry enterprises. From the release of the country's main defense department:

Structural subdivisions of the Ministry of Telecom and Mass Communications, the Ministry of Finance, the Ministry of Industry and Trade, the Federal Reserve and the Bank of Russia will take part in the mobilization measures carried out within the framework of a surprise check of the Armed Forces of the Russian Federation. In the course of surprise checks, mobilization measures are carried out with the call of citizens from the reserve, including reservists, the supply of vehicles and the formation of military units of territorial defense in the Southern, Central Military Districts and in the Northern Fleet.

With citizens called up from the reserve, military training sessions are held, at which those liable for military service will undergo a course of intensive combined-arms training, training in a military registration specialty, and conduct combat coordination as part of units.

There have appeared, frankly, strange statements that if the Ministry of Defense conducts a sudden check of the combat readiness of the Armed Forces, then "whether it is necessary to" drag "territorial authorities to this check or the same Ministry of Industry and Trade with the Ministry of Telecom and Mass Communications and the Central Bank." The strangeness of these questions and intellectual delights can be associated with the obviously serious remoteness of persons who reason in such categories from the very concept of "mobilization measures". Apparently, over the years during which no training events on mobilization training were carried out in the country, just as there were no large-scale military exercises, a special "caste" of people has emerged who strongly believe that if, God forbid, tomorrow is a war, then it will not affect civil bodies in any way … They will say that the Ministry of Finance and the Central Bank will work as if nothing had happened, and the army, they say, let it fight on its own somewhere …

Yes - logic …

In fact, if in this regard, and ask some questions, then, perhaps, those why large-scale checks of mobilization readiness in the structures of the federal and regional authorities began to be carried out only now? Although the answer, as they say, lies on the surface: in the 90s, in liberal fairy tales, we were told that Russia “had no enemies,” in parallel with this there was a total collapse and plundering of the army. And then (in the early 2000s) it would be strange to talk about large-scale checks on mobilization issues, given that the army itself was de facto lying on its shoulder, including from total underfunding.

Recently, the situation has begun to improve, and now there is a real opportunity to test the extent to which individual institutions of power (federal and regional) are ready to act in a war environment. In some media outlets on this occasion they have already written that Russia, they say, is preparing for war this way. Preparing or not preparing is the tenth thing, here it is simply important not to forget about the thesis that when there are so many "friends" around, it is better to keep the powder dry.

During the inspection, monitoring was carried out of how mobilization measures will be provided in material terms on the part of the economic bloc of the government, what priority measures should be taken at hour X by the authorities of the constituent entities of the federation, which communication channels should remain working, and what the Ministry of Telecom and Mass Communications should undertake for this, on what operating mode should the enterprises of the military-industrial complex switch over, and how to establish uninterrupted financing of such industries in wartime conditions.

To put it in everyday language, the fat was driven out of officials of various ranks very intensively, forcing them to think about actions when the country could be threatened by a direct military threat. Not only to think, but to really act. After all, what a sin to conceal, until recently the overwhelming number of "effective managers" did not even think about the fact that the day might come, with the arrival of which one would have to work according to the formula "everything for the front, everything for victory." It would seem that these two concepts "everything for the front, everything for victory" and "effective managers" are categorically incompatible. But that is the task - to combine. Those who do not want to combine, because it is not the 37th (as you know) year, should be transferred to positions where, with the accumulation of fatty layers, everything is much more difficult … It is very difficult …

In this regard, after summing up the results of the audit, one can expect a certain kind of personnel decisions on those who “did not combine” and did not exclusively want to “join” the national tasks. And, given the fact that parliamentary elections are also on the way, personnel decisions are very, very likely. Well, not everyone is still ready to work, roll up their sleeves, even when necessary. - It just so happened in the federal ministries and departments, and in the regions too.

In general, conclusions are expected on the ability of the authorities to respond in a timely manner, and additional adjustments will obviously be made based on these findings.

In this regard, it is interesting to observe the Western reaction. In the American press, materials appeared in which "concerns" no longer concern the inspection of the RF Armed Forces as such, but the fact that Russia is really trying to establish interaction between the civil and military authorities in the most extreme case. And such interaction, even from the point of view of economic mobility, is worth a lot. The West understands this very well, as it also understands that it was he who pushed Russia to such decisions. And concentrated Russia, as is known from history, is a nut that many turned out to be too tough for.
